minimum requirement and where creation of a street is not necessary to meet connectivity <br />standards. The standards require access for fire protection. The intent is to provide additional <br />housing opportunities and to promote the efficient use of residential land. Home occupations and <br />accessory dwellings are <br />limited because of limited access and the greater impacts these uses would place on abutting sites. <br /> <br />Response: There is more than adequate area to divide the subject parcel into two <br />developable lots for residential use, however, because there is limited street frontage, one <br />flag lot is proposed for this two-parcel partition. This proposal efficiently utilizes the subject <br />property’s developable area with the intention of providing ownership opportunities which <br />would not exist otherwise, providing needed housing in the city limits. <br /> <br />(2) Measurements. <br />(a) Flag Lot Dimensions. Residential flag lot width dimension is measured from the mid-point <br />between two opposite lot lines of the flag portion of the lot. <br /> <br />Response: The width of proposed Parcel 2 is approximately 68 feet, exceeding the minimum <br />flag width of 50 feet. <br /> <br />(b) Flag Lot Area Calculations. When calculating lot area, only the flag portion is counted. (See <br />Figure 9.2775 (2) Residential Flag Lot Description.) <br /> <br />Response: The area of the flag portion only of proposed Parcel 2 is ~8,790 square feet, <br />exceeding the minimum flag area of 6,000 square feet. <br /> <br />(3) Land Division Regulations. <br />(a) Flag Lot Area. The required minimum lot area for the flag lot, excluding the pole portion of the lot, <br />is 6,000 square feet. Where a duplex, triplex, fourplex, or cottage cluster is proposed, the minimum <br />lot area for a flag lot is 4,500 square feet, excluding the pole portion of the lot. <br /> <br />Response: The area of proposed Parcel 2, excluding the pole portion of the flag lot, is <br />approximately 8,790 square feet; the area including the flag portion is approximately 11,956 <br />square feet. This proposal complies with flag lot area requirements. <br /> <br />(b) Lot Dimensions. The minimum average lot width is 50 feet. <br /> <br />Response: The lot width for proposed Parcel 2 is approximately 68 feet. The proposal <br />complies with lot width requirements. <br /> <br />(c) Access Pole. The minimum width for the pole portion of 1 flag lot is 15 feet. If 2 or more flag lots <br />will use the same access driveway, the minimum combined width of the pole portions shall be 25 <br />feet. A street may be required. The maximum number of flag lots taking access off the same access <br />driveway is 4. <br /> <br />Response: The width of the proposed access pole for Parcel 2 is approximately 18 feet as it <br />serves only one parcel. This proposal complies with minimum width requirements for access <br />poles serving one flag lot. <br /> <br />(d) Ownership. The access pole must be part of the flag lot and must be under the same ownership <br />as the flag portion. <br /> <br />Response: The access pole and the flag lot are under single ownership. The proposal <br />complies with this criterion.
