Evaluations <br />This concurrent request includes two applications, a Standards Review and Final Planned Unit <br />Development. Both the Standards Review and Final Planned Unit Development applications are <br />subject to the Type II land use application procedures, which are primarily addressed at EC <br />9.7200-9.7230. <br />Section 1 of this decision addresses the Standards Review application. In accordance with the <br />Standards Review process beginning at EC 9.8460, the Planning Director shall approve, <br />conditionally approve, or deny this application. The Planning Director's decision is based on the <br />following evaluation of the proposal in the context of determining the uses subject to Standards <br />Review at EC 9.4930(3) and compliance with the applicable approval criteria and related <br />standards listed at EC 9.8470 and EC 9.4980 /WR Water Resources Conservation Overlay Zone - <br />Development Standards. <br />Section 2 of this decision addresses the Final Planned Unit Development application. In <br />accordance with the Final Planned Unit Development (PUD) process beginning at EC 9.8350 the <br />Planning Director shall approve, conditionally approve, or deny this application. The Planning <br />Director's decision for Final PUD is based on the evaluation of the proposal and compliance <br />with the applicable approval criteria at EC 9.8365, which include conformance with the <br />approved Tentative PUD and its conditions of approval. <br />In each of the evaluations below, the applicable standards and criteria for the Standards Review <br />and the Final PUD are provided below (in bolded text) in two sections and include findings <br />addressing compliance with each. <br />SECTION 1 STANDARDS REVIEW EVALUATION <br />The areas subject to a Standards Review are those impacted portions of a Conservation Area, <br />when an activity explicitly requires a Standards Review approval in accordance with EC 9.4930. <br />This proposal includes the extension of Randy Lane and associated infrastructure, which <br />includes construction activities within the Conservation Area of a protected riparian resource. <br />The proposed construction of a public street is permitted subject to a Standards Review in <br />accordance EC 9.4930(3)(b). <br />EC 9.4930(3): Uses Subject to Standards Review Within /WR Conservation Areas.
