EC 9.4980 (4) (b). On the south side of the proposed Randy Lane extension, at the location <br />of the SDR request site as well as other areas, Videra Park contains saturated soggy <br />wetland soil, which should also be protected under EC 9.4980 (4) (a) to ensure their <br />continued health, especially as their waters fiow directly into Videra Creek. <br />SDR 25-02 addresses the protection requirements for constructing the extension of Randy <br />Lane crossing the conservation setback for the Category C stream on the property. <br />However, a quick look at Eugene’s own mapping of the Category B Wetland and a visual <br />examination at Videra Park show there is a strong possibility that the wetland’s required 25- <br />foot setback on the Videra Park side could also overlap the Randy Lane extension beyond <br />what has been applied. As a condition of approval, the Category C stream’s continuation <br />on Videra Park and associated Category B wetland need to be officially surveyed, and their <br />conservation setbacks plotted, to ensure no encroachment of the setback will occur. <br /> EC 9.0500: Videra Park is home to rapidly dwindling native Willamette Oaks of the variety <br />which used to dominate the Willamette Valley and of which only an estimated 2-3% <br />remain. Given the renewed <br />attention to this important <br />ecological feature, its rapid <br />decline, and the ever-growing <br />emphasis on preservation, the <br />Critical Root Zones as of these <br />trees along the shared property <br />line of the subject property and <br />Videra Park must be identifled <br />and mapped. <br />In this photograph, the property <br />line markers are clearly within <br />the critical root zone of this ring <br />of native oak trees, with one <br />being less than a foot away from <br />the trunk of the tree. <br />As this is where the Randy Lane <br />extension will be constructed, it <br />is obvious that Timber Trespass <br />will be a factor. Randy Lane <br />needs to be reconflgured to take <br />into account the natural
