Learn why this is important <br />[EXTERNAL ] <br />Dear Mr. Gioello, <br />I am a Eugene resident submitting formal comments regarding PDF 25-01 (Final Planned <br />Unit Development) and SDR 25-02 (Standards Review with (WR) Water Resources <br />Overlay) for the proposed Videra Oak Meadow development. <br />Based on review of the application materials and site plan, I believe the proposal fails to <br />demonstrate compliance with multiple applicable Eugene Code provisions, including: <br />EC 9.8365 – Final PUD conformity with Tentative PUD approval <br />EC 9.4920(2)(b) – 25-foot setback for Category B wetlands <br />EC 9.4920(3) – Combined conservation footprint for wetland and stream <br />Natural resource identification requirements under the /WR Overlay <br />EC 9.4930(3)(e)3 – Native soil backfill requirements <br />EC 9.4980(4) – Construction practices within conservation areas <br />For these reasons, and as detailed below, I respectfully request denial of both applications. <br />I. Final PUD Non-Conformance (EC 9.8365) <br />Under EC 9.8365, a Final PUD must conform to the approved Tentative PUD and all attached <br />conditions. <br />The Joint Access & Maintenance Agreement (JAM), introduced late in the review process, <br />establishes extensive shared driveway infrastructure and assigns long-term maintenance <br />obligations to individual lot owners. These elements materially affect site design, access, and <br />long-term infrastructure viability. <br />The JAM provides that: <br />Between 2 and 5 lots will share a single driveway <br />Driveways may be only 14 feet wide or of “variable width” <br />Specific lots are designated as responsible for maintaining shared access and utilities
