Page 1 of 3 <br /> <br /> <br /> <br />The Coleman <br />SB1537 Adjustment Review Written Statement <br />February 13, 2026 <br /> <br />Project Description <br />The Coleman is a proposed Multi-Family, Affordable Housing project located in Eugene, Oregon. <br />The four-story building owner is Homes for Good Housing Agency with supportive services <br />provided by Sponsors, Inc. and located at the Northeast corner of the intersection of Highway 99 <br />and Roosevelt Boulevard, directly west of Lane County Parole and Probation on a site where two <br />existing buildings have already been demolished. The new project includes a portion of an existing <br />non-conforming parking lot. <br />Site Address: TBD – Intersection of Roosevelt Blvd and Hwy 99, within the Urban Growth Boundary <br />Map: 17042613 Tax Lot: 4502 <br />Site Zone: C-2 Community Commercial Zone (9.2110), which allows for Multiple Unit housing per <br />EC Table 9.2160, subject to Special Development Standards per EC 9.5500. <br />No special use overlays Neighboring sites zone: C2 <br />Lot Area: 43,148 SF / 0.99 acres Building Area: 49,966 SF <br />FAR: 1.16 Density: 53 units per acre <br />Unit Mix: (40) 1-bedroom units, (12) studios = (52) total units <br />The project will be submitted for a building permit concurrent with these adjustment reviews during <br />the week of 2/16/2026. <br />100% of units are subject to an affordable housing covenant to be affordable to low-income <br />households (< 80% Median Family Income) for at least 60 years. <br />Two adjustments are being requested through the Eugene Land Use Code. <br />• EC 9.5500 (6) Maximum Building Dimension <br />o Maximum building dimension exceeds 150’ <br />• EC 9.5500 (11) Site Access and Internal Circulation <br />o Existing non-conforming parking area parking drives allow through-motor vehicle <br />unit for 52 unit development. <br />
