<br />Applicant’s Written Statement - Lincoln Commons Site Review 17 <br /> <br />lot standards at EC 9.3915(8) or elsewhere in the code apply or require further analysis for <br />purposes of Site Review approval. <br /> <br />Based on the available information and findings above, these standards are met. <br /> <br />(b) EC 9.6800 through EC 9.6875 Standards for Streets, Alleys, and Other Public Ways. <br /> <br />The following findings address the project’s compliance with the various applicable standards <br />here as listed below. In several cases, additional (but inapplicable) standards are also listed for <br />context and to show the applicant’s thorough review and response to potentially applicable <br />requirements under each subsection. <br /> <br /> EC 9.6805 Dedication of Public Ways. <br /> <br />As discussed under EC 9.6870 Street Width and EC 9.6750 Special Setbacks below, there should <br />be no need or requirement for additional right-of-way dedication on Lincoln Street, West 5th <br />Avenue or West 5th Alley. Based on the fully improved conditions of both adjacent public <br />streets and the minimal vehicular impact expected from this proposal, it does not appear that <br />any additional right-of-way dedications are necessary or could be justified as a requirement of <br />the proposed development. <br /> <br />EC 9.6810 Block Length. <br /> <br />Block length requirements are not applicable in this instance because no new local streets are <br />proposed or required. <br /> <br />EC 9.6815 Connectivity for Streets. <br /> <br />Eugene’s Street Connectivity Standards function to provide authority for the City of Eugene to <br />facilitate and implement requirements for a street network meeting the overall purpose and <br />intent identified in EC 9.6815(1). The street connectivity standards are listed below with <br />findings provided for each subsection demonstrating with thorough review that no new public <br />street connections are needed nor should otherwise be required. <br /> <br />EC 9.6815(2) Street Connectivity Standards. <br /> <br />(a) All streets and alleys shall be public unless the developer demonstrates <br />that a public street or alley is not necessary for compliance with this land <br />use code or the street connectivity standards of subparagraphs (b) through <br />(f) of this subsection. <br /> <br />As previously discussed, the subject site has frontage on two fully improved public streets and a <br />public alley with existing improvements that meet applicable City standards. No new public <br />streets are proposed or should otherwise be required. <br />
