<br />Applicant’s Written Statement - Lincoln Commons Site Review 15 <br /> <br />landscape standards in EC 9.6420 Parking Area Standards also apply. <br />(See Figure 9.5500(12)(b) Multiple-Family Parking Courts) <br />(c) Limitation on Parking Frontage. To strengthen the presence of buildings on <br />the street, parking and vehicle use areas and garages adjacent to any public <br />or private street frontage shall extend across no more than 50 percent of <br />any street frontage. No parking spaces, with the exception of underground <br />parking, shall be placed within any required front yard area. Parking areas <br />shall not be located between buildings and the street. A single -story street <br />level parking garage may not occupy the street frontage of a multiple- <br />family development, except for parking garage driveways. <br /> <br />A single parking court consisting of one (1) double-loaded parking aisle is proposed. Access is <br />provided via West 5th Alley; no street frontage is proposed for the parking area (see Attachment <br />A, Sheet G002). <br /> <br /> (13) On-Site Pedestrian Circulation. Multiple-family developments shall provide safe <br />on-site pedestrian circulation according to EC 9.6730 Pedestrian Circulation On- <br />site. <br /> <br />As shown on the applicant’s site plans, ample on-site pedestrian circulation is proposed in <br />compliance with these standards. As required for multiple-unit residential development <br />according to EC 9.6730(2), on-site pedestrian paths are proposed between all building <br />entrances and adjacent streets, including multiple direct connections to the abutting public <br />streets and setback sidewalks. The proposed pathway system also provides ample access to all <br />units (and between units) as well as convenient access to and between other site amenities <br />including bicycle parking and common areas (see Attachment A, Sheet G002). The required <br />pathway system will also be constructed in compliance with the design standards at EC <br />9.6730(3), to be addressed in more detail and subject to further review as part of the building <br />permit process. <br /> <br />(14) Recycling and Garbage Areas. Multiple-family developments shall provide <br />recycling facilities that meet EC 9.5650 Recycling - Small Collection Facility <br />Standards, and screening for outdoor storage areas and garbage collection areas <br />according to EC 9.6740 Recycling and Garbage Screening. <br /> <br />All recycling and garbage areas are provided within the building , thereby meeting applicable <br />screening and enclosure requirements subject to further review at the time of future building <br />permit (see Attachment A, Sheet G002). <br /> <br />Based on all the available information included in the application and described in the findings <br />above, EC 9.8445(2) is met. <br /> <br />EC 9.8445(3): For areas not included on the city’s acknowledged Goal 5 inventory, the <br />proposal will preserve existing natural resources by compliance with the provisions of <br />EC 9.6880 through 9.6885 Tree Preservation and Removal Standards.
