UO Next Generation Housing Development Plan February 10, 2026 <br />Land Use Applications <br />Refinement Plan Amendments <br /> <br /> <br /> Page 39 <br />Review: <br />The review process for development of this area will involve site review procedures which <br />include participation by the City and the neighborhood. <br /> <br />Low-Density Residential Area <br />Purpose: <br />The purpose of the area indicated on the plan map as low-density residential area shall be to <br />provide adequate family housing for University students, faculty, and staff in low-density, <br />primarily single-family detached structures. <br />Standards: <br />Low-density residential properties shall retain the same zoning classification as other R-1 lands <br />in the special study area. The University shall not seek special or different status for these <br />properties. Existing housing units will be maintained, except when rehabilitation is not feasible. <br />New structures are to be developed only as replacement or by infilling, which does not exceed <br />the density standard of the prevailing zoning provisions. <br />Review: <br />The procedure for reviewing proposals for removal of an existing housing unit and/or for the <br />construction of a new unit as a replacement or for infill shall include notice to the neighborhood <br />and the provision of a timely opportunity for neighborhood review and comment. <br /> <br />Standards for Development <br />In order to give effect to the policies adopted in this plan, the University hereby adopts the following <br />standards for development of University-owned properties in the East Campus Area. <br /> <br />DEVELOPMENT STANDARDS AND PROCEDURES <br />Development Standards <br />Residential Areas. In addition to the City standards, the following standards and criteria shall be <br />observed in the development of University-owned property in the residential areas of the East Campus. <br />a. Solar Access. Structures Shall be sited on the lot so that: <br />1. the south wall has an orientation ranging from due south to 25º west of south, and
