The City should attach the site review subdistrict to University properties designated on the <br />Land Use Diagram as “M” and “O.” <br />Section II. Land Use – General Policies, E. The City shall attach the site review overlay zone to the University’s properties at the <br />northwest corner of 15th and Villard and shall apply a special East Campus Overlay Zone <br />specifying height limitations in the area designated as Limited High Density <br />Residential/Limited Institutional on the Land Use Diagram. In addition, Site Review shall <br />be required for new development within 100 feet of the one privately owned parcel within <br />the /EC East Campus Overlay Zone that is owner-occupied (TL 3400, Map 17-03-32- 44, a <br />portion of Parcel 1, Block 17, Fairmount Addition), as long as the property is privately <br />owned. <br /> <br />Introduction to the Land Use Diagram <br /> <br />The land Use Diagram represents generalized future land patterns for the Fairmount Special Area <br />Study. These proposed land use patterns are based on relationships among a number of factors, <br />including: <br /> <br />1. The type of development which already exists in the area; <br />2. The type of zoning or other land use regulations already applied to the area; <br />3. The relationship of the area to goals and policies developed during the refinement planning <br />process; and <br />4. Goals and policies previously adopted by the City which have bearing on the Fairmount Special <br />Study Area and neighborhood; in particular, the 1974 Eugene Community Goals and Policies <br />and the Eugene-Springfield Metropolitan Area General Plan. <br /> <br />The Land Use Diagram will be used along with policies and goals of the Fairmount Special Area Study, <br />as well as other adopted City goals, policies, and plans, to evaluate individual land use proposals.
