UO Next Generation Housing Development Plan February 10, 2026 <br />Land Use Applications <br />Refinement Plan Amendments <br /> <br /> <br /> Page 21 <br /> <br />The process of developing the East Campus Area Plan included extensive public <br />involvement activities. This engagement included outreach to community members; small <br />group sessions with local neighborhood associations and business owners; open house <br />events for residents, students, and other stakeholders; ongoing communication with <br />representatives from the City of Eugene; and meetings with affected university departments <br />and programs. <br /> <br />In March 2025, the University submitted an application to amend the Fairmount/University of <br />Oregon Special Area Study for the purpose of incorporating changes in the plan that would <br />enable development consistent with the University’s adoption of the East Campus Area Plan. <br /> <br />Findings for the University Lands Bounded by Agate and Moss Streets and 17th <br />and 15th Avenues <br /> <br />1. The east campus University lands between Agate and Moss streets and 17th and 15th avenues <br />are currently zoned PL and comprise a total of 11.85 acres. <br />Note: This land falls into two sections of approximately equal size based on use and <br />jurisdiction within the University. The sections are divided by Columbia Street, were it to <br />continue to 15th Avenue. <br />2. The 6.14 acres between Agate and Columbia streets are characterized by the presence of <br />numerous buildings. There are 42 prefabricated structures of World War II origin (from <br />Vanport Island), a fire station, an ROTC house and outbuilding, and a house used by <br />University Services. These buildings occupy 4.09 acres. 1.61 acres are occupied by <br />parking space and .44 acre by an alley which runs parallel to Agate Street. <br />3. The 6.14 acres between Agate and Columbia streets are characterized by the presence of <br />numerous buildings. There is the Knight School of Law, completed in 2001, the Museum of <br />Natural History, the Vivian Olum Child Care Center, a fire station, an ROTC house and <br />outbuilding, and a house used by University Services. These buildings occupy 4.09 acres. 1.61 <br />acres are occupied by parking space and .44 acres by an alley which runs parallel to Agate <br />Street. <br />4. At the present time, portions of 18 University departments or interest groups are housed <br />here, with Architecture and Allied Arts and Gerontology accounting for about 40 percent <br />of the space in the prefabricated structures. <br />5.
