UO Next Generation Housing Development Plan February 10, 2026 <br />Land Use Applications <br />Refinement Plan Amendments <br /> <br /> <br /> Page 20 <br />the update, including numerous open houses, meetings, and mailings to the Fairmount <br />neighbors and the neighborhood organization. Neighbor comments were considered in the <br />development of the University’s 2003 East Campus Development Policy and were <br />incorporated into the policy as appropriate. The East Campus Development Policy was <br />adopted by the President’s Office in April 2003 but was not adopted by the Eugene City <br />Council. Future projects in the area will likely include support services, such as housing, <br />offices and research space, that do not need to be within the University’s established 7- <br />minute walking distance of the core instructional area. <br /> <br />In September 2003, the University submitted an application to amend the 1982 <br />Fairmount/University of Oregon Special Area Study for the purpose of incorporating <br />changes in the plan made necessary by the University’s adoption of the 2003 East Campus <br />Development Policy. Commenting on the application, the Fairmount Neighborhood <br />Association expressed concerns about the effectiveness of the proposed East Campus <br />Development Policy in mitigating the impacts of University development on the surrounding <br />neighborhood. The association subsequently commissioned the Fairmount Neighborhood <br />Association East Campus Committee (Committee) to represent the neighborhood interests <br />in the public hearing process. The Committee submitted testimony commenting on each of <br />the University’s individual proposals. While the Committee expressed support for many of <br />the ideas and proposals put forth in the application, they also suggested modifications to <br />certain policies or plan text and replacements or additions to other policies and text. <br /> <br />Following the public hearing, the City engaged University staff and Committee <br />representatives in a mediation process to seek agreement and resolve differences on the <br />proposed policy and text amendments. Agreement between the University and Committee <br />was reached on most of the issues discussed; those agreements are reflected in the maps, <br />policies and other text adopted through this amendment process. <br /> <br />In 2023, the University of Oregon began a second update to its policies for the East Campus <br />Area. The updates from this process resulted in the East Campus Area Plan, adopted by the <br />President’s Office in December of 2024. The goal of the update was to meet the needs of the <br />growing student population without diminishing the quality of the surrounding <br />neighborhood. After approximately 20 years of successfully developing projects under the <br />2004 land use policies, it became clear that the University’s future development needs could <br />not be met without altering the 2003 policies that define allowed uses and development <br />densities for university-owned lands. With limited amounts of land remaining within the <br />central academic core that must be reserved for future academic instructional functions, <br />future student housing and support services were left without viable development sites.
