With the exception of 1) the “Opportunity Area” (“O” on the Land Use Diagram) and 2) the <br />Department of Motor Vehicles site (“S” on the Land Use Diagram), non-residential zoning shall <br />not be expanded in the study area. <br />2. With the exception of 1) the “Institutional Area” (“I” on the Land Use Diagram), 2) the <br />Limited High Density Residential/ Limited Institutional Area (“LHDR/LI” on the Land Use <br />Diagram) and 3) the Department of Motor Vehicles site (“S” on the Land Use Diagram), <br />non-residential zoning shall not be expanded in the study area. <br />Section II. With the exception of 1) the “Institutional Area” (“I" on the Land Use Diagram), and 2) the <br />Limited Institutional Area (“LI” on the Land Use Diagram) Limited High Density <br />Residential/ Limited Institutional Area (“LHDR/LI” on the Land Use Diagram), non- <br />residential zoning shall not be expanded in the study area. <br />a. With the exception of 1) the half-block strip along the east side of Moss Street between <br />17th Avenue and the “Opportunity Area,” 2) that portion of the ODOT lands designated <br />for residential use, and 3) University lands designated as “Institutional” or “Opportunity <br />Area,” zone changes to increase residential density or commercial intensity are not <br />supported by this plan. This policy allows the opportunity for future residential <br />development on the OOOT lands (appropriate density for residential development on the <br />ODOT lands will be addressed by selection of one of the alternative policy statements <br />found in the Oregon Department of Transportation Section--Section D). <br />3. With the exception of 1) that portion of the ODOT lands designated for residential use, <br />and 2) University lands designated as “Institutional” or “Limited High Density <br />Residential/Limited Institutional", zone changes to increase residential density or <br />commercial intensity are not supported by this plan. This policy allows the opportunity <br />for future residential development on the ODOT lands (approximate density for <br />residential development on the ODOT lands will be addressed by selection of one of the <br />alternative policy statements found in the Oregon Department of Transportation Section - <br />Section D). <br />3. With the exception of University lands designated as “Institutional” or “Limited <br />Institutional” “Limited High Density Residential/Limited Institutional”, zone changes to <br />increase residential density or commercial intensity are not supported by this plan. <br />4. Businesses shall be encouraged to landscape their sites. Where feasible, such encouragement <br />shall include development of mechanisms to fund such landscaping.
