UO Next Generation Housing Development Plan February 10, 2026 <br />Land Use Applications <br />Refinement Plan Amendments <br /> <br /> <br /> Page 13 <br /> <br />The land use policies and proposals include a land use diagram which shall be treated in the same way <br />as the Metropolitan Area General Plan Diagram (see glossary). This section of the Special Area Study <br />contains a discussion of future University development. Policies that are the responsibility of the <br />University to act on and implement are recognized by the City and the University and are adopted by <br />the University. For the most part, the special study area's existing zoning and land uses are recognized <br />and reinforced. <br /> <br />The land use section is divided into five areas and specifically addresses them with findings, policies, <br />and proposals (see Map #3). The plan also has a General Land Use Section. In 2010, a portion of the <br />area originally included in the Fairmount/University of Oregon Special Area Study between <br />Franklin Boulevard and East 15th Avenue (the Walnut Station area) was removed from the <br />boundaries of the Study because that area was included in a new refinement plan and special <br />area zone. <br /> <br />This section of the Special Area Study attempts to define and integrate varying land uses within the <br />special study area and provide a policy framework and proposals to address and enhance them. <br />Overall policy guidance is provided by the Metropolitan Area General Plan and the 1974 Community <br />Goals and Policies document. <br /> <br /> <br />General Policies <br /> <br />1. The City of Eugene will use the Land Use Diagram and the policies of this plan along with other <br />City policies in making land use and other decisions regarding the plan area. The Land Use <br />Diagram is a generalized map and graphic depiction of the policies and proposals of this plan <br />and the Community Goals and Policies. It is a supplement to and a refinement of the <br />Metropolitan Area General Plan Diagram. <br />Update 3: Updates the General Polices and Subarea A-D’s policies within Section II. Land Use – <br />General Policies: <br />• Change and simplify references to “Limited High Density Residential/ Limited Institutional Area <br />(“LHDR/LI” on the Land Use Diagram)” as “Limited Institutional (“LI” on the Land Use Diagram)” <br />and <br />• Update policy 6 to acknowledge attendance at neighborhood meetings and to provide <br />information about future updates.
