Middle Housing Land Division – Replat of P3 of LPPN 2025 – P3284 <br />Metro Planning, Inc February 2026 3 | P a g e <br /> <br />EC 9.2760 Residential Zone Lot Standards. <br />EC 9.2761 Special Standards for Table 9.2760. <br /> <br />The subject property is zoned R-1 and therefore must meet the applicable lot standards, summarily addressed below. <br /> <br />(3) Minimum Lot Area for Middle Housing. <br />(b) A triplex may be developed on any lot or parcel with a lot area that is at least 3,500 square feet. <br /> <br />As the subject property is proposed to be divided into three new middle housing lots, EC 9.2761(3)(b) requires the minimum lot area <br />in the R-1 zone for the development of a [detached] triplex, as proposed for future development, be at least 3,500 square feet. The <br />subject property of this middle housing land division proposal is approximately 19,715 square feet in area and therefore complies <br />with EC 9.2761(3)(b). <br /> <br />(4) Flag Lots. <br /> <br />(d) Middle Housing on Flag Lots. When development of a duplex, triplex, fourplex or cottage cluster, is proposed <br />on a flag lot the lot area minimum for the flag lot shall be 4,500 square feet, excluding the pole portion of the lot. <br /> <br />EC 9.2761(4)(d) requires the minimum lot area in the R-1 zone for the development of a middle housing on a flag lot be at least <br />4,500 square feet. The parent parcel of this middle housing land division proposal is approximately 19,715 square feet in area and <br />therefore complies with EC 9.2761(4)(d). As they will be taking access from Horn Lane via the flagpole portion of Parent Parcel 3 of <br />LPPN 2025-P3284, all three proposed middle housing lots will also exceed 4,500 square feet (excluding the pole) in compliance <br />with EC 9.2761(4)(d): <br /> <br />MH Lot 1: 5,637 SF <br />MH Lot 2: 5,441 SF <br />MH Lot 3: 8,637 SF <br /> <br />(8) Middle Housing Lots. Middle Housing lots shall comply with EC 9.2777 Middle Housing Lot Standards. <br /> <br />The middle housing lot standards contained in EC 9.27777 are addressed on page 6 of this written narrative. <br /> <br />EC 9.2775 Residential Flag Lot Standards for R-1, R-2, R-3 and R-4. <br /> <br />(3) Land Division Regulations. <br /> <br />(a) Flag Lot Area. The required minimum lot area for the flag lot, excluding the pole portion of the lot, is 6,000 <br />square feet. Where a duplex, triplex, fourplex, or cottage cluster is proposed, the minimum lot area for a flag lot is <br />4,500 square feet, excluding the pole portion of the lot. <br /> <br />All three proposed middle housing lots will exceed 4,500 square feet, excluding the pole portion of each lot, in compliance with EC <br />9.2775 (3). Areas are identified below: <br /> <br />MH Lot 1: 5,637 SF <br />MH Lot 2: 5,441 SF <br />MH Lot 3: 8,637 SF <br /> <br />(b) Lot Dimensions. The minimum average lot width is 50 feet. <br /> <br />Duplex and triplex lots require a minimum average lot width of 35 feet for interior and corner triplex lots per EC 9.6761 (6). Per EC <br />9.5550(2)(f), where there is a conflict in standards within the code, the middle housing standards supersede; therefore, the required <br />minimum lot width is 35 feet. Each middle housing lot is at least 35’ in width – see the tentative plan for specific dimensions. <br /> <br />
