Middle Housing Land Division – Replat of P3 of LPPN 2025 – P3284 <br />Metro Planning, Inc February 2026 1 | P a g e <br /> <br /> <br />Background <br /> <br />This Middle Housing Land Division application pertains to Parcel 3 of Land Partition Plat Number (LPPN) 2025 – P3284, recorded <br />on November 6, 2025, after tentative partition approval of City File # PT 24-14 and final partition approval of City File # PF 25-06. <br />PT 24-14 & PF 25-06 successfully partitioned the ~0.89-acre parent parcel, identified as Assessor’s Map 17-02-32-11, Tax Lot <br />06401, also known as 1010 Horn Lane, into three (3) standard R-1 sized parcels. Parcel 3 of PT 24-14 & PF 25-6 and LPPN 2025- <br />P3284, now identified as Assessor’s Map & Tax Lot No. 17-04-23-11-06404, is the subject property of this middle housing land <br />division application. <br /> <br />This application proposes a Middle Housing Land Division that will subdivide the ~ 0.45-acre subject property into three (3) new <br />middle housing lots. The parent parcel is currently vacant. No housing is proposed with this application. <br /> <br />For City staff review this written narrative demonstrates the proposal’s compliance with the Eugene Code (EC) criteria and <br />requirements for tentative approval of a Middle Housing Land Division application contained in EC 9.8193 – Middle Housing Land <br />Division, Tentative Plan Application Requirements, EC 9.8194 – Middle Housing Land Division, Tentative Plan Approval Criteria. <br />Eugene Code sections are indicated herein by bold and/or italic typeface; applicant responses follow in plain typeface. <br /> <br /> <br /> <br />EC 9.8193 Middle Housing Land Division, Tentative Plan Application Requirements. <br /> <br />(1) The tentative plan included in the middle housing land division application must be prepared by an Oregon licensed <br />land surveyor. <br /> <br />Response: The tentative plan included with this middle housing land division application was prepared by Brent J Corning, PLS of <br />EGR & Associates, Inc. <br /> <br />(2) The application must include a preliminary title report. <br /> <br />A Status of Record Title (SORT) report # CT-0345219 for the parent parcel is included with this submittal. <br /> <br />(3) The application must identify all contiguous property under the same ownership as the property to be divided. <br /> <br />The subject property is Parcel 3 of LPPN 25-P3294. Parcels 1 and 2 are also owned by John Pennington III & Brent Laing. <br /> <br />(4) The application must be signed by the owner of the property to be divided. <br /> <br />The application is signed by the property owner. <br /> <br />(5) The property to be divided must be a legal lot. <br /> <br />The subject property is a legal lot in conformance with EC 9.0500 Definitions – Legal Lot (A). The subject property was created in <br />its current configuration in 2025 via the City of Eugene’s codified land division processes and procedures and tentatively approved <br />by City Planning Action File # PT 24-14. Final Partition Plat approval was obtained by City Planning Action File # PF 25-6; Land <br />Partition Plat, LPPN 2025-P3284, was recorded on November 6, 2025. <br /> <br /> <br /> <br /> <br /> <br /> <br />
