City of Eugene <br />Adjustment Review Application <br />February 4, 2026 <br />Page 6 of 7 <br /> <br /> <br /> <br />Where the site is currently a parking lot and the blank walls of a non-operational former hospital, the <br />proposed building activates the streetscape on both Hilyard and Alder Streets with a vibrant street <br />façade, active uses on the ground floor, and the introduction of numerous new residents to the area. <br /> <br />(8) Multiple-Unit Standards Adjustment. Where this land use code provides that the <br />multiple-unit standards may be adjusted, the standards may be adjusted upon finding <br />that the design achieves all of the following: <br />(a) Maximum Building Dimension. The requirements set forth in EC 9.5500(6)(a) may <br />be adjusted if the proposal creates building massing and/or facades that: <br />1. Create a vibrant street facade with visual detail. <br />2. Provide multiple entrances to building or yards. <br /> <br />Findings: The proposed five-story multiple-unit residential building includes articulated and visually <br />engaging elevations along both street frontages and property lines. The proposed building incorporates a <br />variety of design elements that contribute to a vibrant streetscape. <br /> <br />Extensive window openings establish a consistent rhythm across all floors, with variation introduced at <br />key entry points, such as the full-height windows that highlight the lobby and the covered main entrance <br />on Hilyard and Alder Streets. Banks of balconies are incorporated at regular intervals on the upper floors, <br />emphasized by contrasting exterior finish materials. The façades further enhance visual interest through <br />a mix of materials, including masonry at the ground level and a variety of lighter and darker-toned <br />material finishes on the upper stories. In addition to architectural detailing, the building’s windows and <br />balconies provide a level of “natural surveillance” of the surrounding sidewalks, which promotes safety <br />and security in this pedestrian-oriented environment. <br /> <br />All facades are located between a minimum of 5 feet and about 15 feet from the public sidewalk. These <br />setback areas are landscaped to meet the required L-1 standard. A total enhanced pedestrian area of <br />about 25’-6” feet wide in some variation will be provided along Alder Street to comply with 9.5500(4)(b) <br />Multiple-Unit Minimum Building Setback Along Streets. The existing street tree plantings on Hilyard <br />Street, combined with the required L-1 landscaping, will add depth and detail to the public realm while <br />providing comfort to residents and pedestrians through enhanced separation from adjacent street traffic. <br /> <br />The building also incorporates multiple building entrances from abutting public sidewalks and the private <br />access drives. The main entrance is located on Alder Street near the southeast corner of the proposed <br />building. A second entrance is provided on the western street façade on Hilyard Street, and a third <br />entrance is located on the south side of the building near Alder Street to provide a direct connection for <br />cyclists to the bike storage room. Additional north and south exits connect to the adjacent private access <br />drives. <br />
