City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 5 of 43 <br /> <br /> <br /> <br />II. Site Description <br /> <br />A. Location and Site Context <br /> <br />The site is located in west Eugene on the east side of a partial block bordered by West 6th Avenue, West <br />7th Avenue, and Grant Street. The site is located within the boundary of the Chambers Westside <br />Neighbors (formally known as the Far West Neighborhood Association). The site includes 7 tax lots that <br />total approximately 2.04 acres (88,862 square feet). <br /> <br />The 7 existing tax lots are located within the Eugene City Limits and Urban Growth Boundary. The site <br />and other abutting lots are zoned Community Commercial (C-2), which is consistent with the Commercial <br />designation on the Metro Plan diagram. There are no overlay zones applied to the site. The proposed ED <br />project is conservatively being approached as a Hospital use, which requires a CUP application and <br />approval. <br /> <br />B. Existing Conditions and Site Access <br /> <br />The site is relatively flat and is currently vacant. The site was previously a used car display lot. The <br />existing site is covered with a mix of impervious surfaces (e.g., concrete, asphalt, gravel), much of which <br />will be removed as part of this project. There are no existing buildings on the site. <br /> <br />West 6th Avenue and West 7th Avenue are classified as major arterial streets, and Grant Street is <br />classified as a local street. The public street frontage is fully improved on each frontage with setback <br />sidewalks, street trees, and other City right-of-way improvements. Lane Transit District services the area <br />with several routes, including EmX on West 6th and West 7th Avenues. <br /> <br />III. Relevant Land Use History <br /> <br />The site is currently designated Commercial and zoned C-2 Community Commercial, which is consistent <br />with the designation. The site has been the subject of several land use actions initiated by both the City <br />of Eugene and private entities. The City initiated zone changes from C-4 to the current C-2 zone in 2013 <br />as part of Envision Eugene efficiency measures. Prior Adjustment Review approvals were specific to the <br />previous use and site development. These adjustments are not relevant to the current proposed project. <br /> <br />Most recently, the current owners have demonstrated through a Legal Lot Verification (City file no. LL 25- <br />15) that there are legal, buildable lots underlying the current tax lots. City staff confirmed during the <br />Project Consultation meeting (City file no. PC 25-47) that the CUP can proceed based on the underlying <br />lots and because the project is considered a “development site” in single ownership. <br />
