City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 2 of 43 <br /> <br /> <br /> <br />I. Land Use Request <br /> <br />W&G DEVCO LLC (the “Applicant”) requests approval of a CUP application for a proposed satellite <br />emergency department (medical) facility use located at the current address 1850 and 1880 West 6th <br />Avenue. The proposed project occurs on a development site with 7 tax lots (the “site”) – Tax Lots 2800, <br />2801, 3000, 3100, 3101, 3200, and 3301 of Lane County Assessor’s Map 17-04-36-21. The proposed <br />CUP is required by the City of Eugene for a “Hospital”-type use in the Community Commercial (C-2) zone <br />per EC Table 9.2160. <br /> <br />The proposed project includes the following: <br />• Construction of an approximately 18,800-square foot Emergency Department (“ED”) building <br />located at the northeast corner of the site near the West 6th Avenue and Grant Street intersection. <br />• Two existing driveway connections on West 6th Avenue and West 7th Avenue proposed to remain, <br />and a proposed relocated driveway on Grant Street. <br />• On-site circulation including parking areas, associated drive-aisles, and a covered pick-up/drop- <br />off area for patients on the west and south sides of the building. <br />• Required on-site landscaping and stormwater facilities, as well as other site infrastructure. <br />• Site signage and fencing. <br />o Staff confirmed that these streets are fully improved and no Special Setbacks are required <br />except for the south side of West 6th Avenue adjacent to the site as noted on the Site Plan. <br />• 10-year effective timeline. <br />o Although the Applicant intends to proceed with project development soon after the CUP and <br />ARB decisions are rendered, current construction costs, lending conditions, and grant <br />opportunities present potential challenges. Therefore, the Applicant requests that the CUP <br />and ARB remain effective for 10 years from the effective date of approval to provide sufficient <br />time to pursue and secure appropriate funding for this capital-intensive project. This extension <br />will allow the project team to thoroughly evaluate financing alternatives, respond to changing <br />market conditions, and ensure long-term fiscal responsibility. <br /> <br />In addition to the required CUP application, the Applicant requests 4 adjustments to the following <br />sections of the Eugene Code. <br />
