University of Oregon <br />Indoor Football Practice Facility <br />Sign Variance Application January 22, 2025 <br /> <br /> <br /> <br />4 <br />2.0 LAND USE PROPOSAL <br />2.1 Overview <br />The University of Oregon, acting through the University of Oregon Foundation and PHIT TOO, <br />LLC (“the Applicant”), requests approval for two sign variances for wall signs serving the new <br />Indoor and Outdoor Football Practice Facilities (“practice facilities”) in the Autzen Stadium <br />Complex (“Complex”). <br /> <br />The subject site is comprised of one parcel identified on Assessor’s Map 17-03-29-40 as Tax Lot <br />00301. The property is zoned PL Public Land. The Autzen Stadium Complex is an 81.5-acre site <br />bounded by Martin Luther King Jr. Boulevard (“MLK”) to the north and east and Leo Harris <br />Parkway to the south and west. <br /> <br />The new football practice facilities, which are currently under construction, include one new <br />indoor practice facility and two new outdoor practice fields. These new facilities are in the <br />northwest corner of the Autzen Stadium Complex at the intersection of Martin Luther King Jr. <br />Boulevard and Leo Harris Parkway. The Indoor Football Practice Facility is a 130,000 SF <br />practice field that replaces an existing facility, which is undersized. <br /> <br />The two proposed signs are located on the northern and southern façades of the Indoor football <br />practice facility building. The sign on the northern façade (“northern “O” wall sign”) is located <br />along Martin Luther King Jr. Boulevard. The sign on the southern façade (“southern “O” wall <br />sign) overlooks the new Outdoor Practice Fields and will be visible from the Leo Harris Parkway <br />right-of-way. <br /> <br />The two proposed signs are the University of Oregon “O” logos. The northern “O” wall sign is <br />integrated into a textured metal wall, as shown in Exhibit A. The southern “O” wall sign is a <br />metal lighted wall sign. <br /> <br />The applicant requests variances to Eugene Code (EC) standards in EC 9.6655 (3)(c), 9.6655 <br />(4)(b), and 9.6655 (4)(c) for the elements described below: <br /> EC 9.6655 (3)(c) Maximum Number of Signs: One wall sign is allowed per <br />business occupant. The applicant requests two (2) wall signs. The northern “O” wall <br />sign visible on Martin Luther King Jr. Boulevard, and the southern “O” wall sign <br />visible from Leo Harris Parkway. <br /> EC 9.6655 (4)(b) Maximum Sign Area: The sum area of all wall signs shall be <br />limited to 0.5 square feet times the length of the perimeter wall upon which the signs <br />are located. The applicant requests a variance for the northern wall sign. The area of <br />the two proposed signs are included below. <br />Northern “O” Wall Sign <br />o Sign Dimensions: 24 feet wide x 29 feet High
