University of Oregon <br />Indoor Football Practice Facility <br />Sign Variance Application January 22, 2025 <br /> <br /> <br /> <br />14 <br />(6) It is necessary to provide regulations that can be administered to allow sign owners <br />and sign users the opportunity to realize the value of their investment and make as many <br />of their own choices as possible while protecting the needs of the public. <br />* * * <br />The nearest residential neighborhood is located over 2000 feet from the eastern perimeter of <br />the football practice facilities. Both proposed signs are directed towards street frontages and <br />away from adjacent residential neighborhoods. <br /> <br />The signs included in this variance application are proposed for identification and attraction <br />purposes. The two (2) proposed “O” wall signs reinforce the connection between the new <br />practice facilities and the other University Athletic Facilities in the Autzen Stadium Complex. The <br />proposed signs are consistent with campus standards and similar in design and appearance to <br />signage at Autzen Stadium, PK Park, Hayward Field, and other University facilities. <br /> <br />The construction of the new Indoor and outdoor football practice facilities represents a <br />significant investment in athletic facilities by the University of Oregon, a public institution. Proper <br />and comprehensive signage is needed at these new facilities to maintain a cohesive identity <br />across all facilities within the Autzen Stadium Complex and to attract visitors and promote use of <br />the Complex as a whole. <br /> <br />Based on the stated intent of the signing, there is no indication that the proposed variance <br />requests will be detrimental to the public health, safety, or welfare, or materially injurious to <br />properties or improvements in the vicinity. <br /> <br />This criterion is satisfied. <br />(4) In addition to the above criteria, the following 3 criteria apply to variances <br />from code sections that apply to EC 9.6410 Motor Vehicle Parking Standards, <br />and from EC 9.2000 to 9.3980 base zone regulations as applied to fences and <br />walls. <br />The variance request does not involve variances to standards at EC 9.6410 or EC 9.2000 to EC <br />9.3980. This criterion does not apply. <br />(5) In addition to the criteria set forth in subsections (2), (3) and ((4) of this <br />section, the following criterion applies to variances from the provisions of <br />EC 9.6600 to 9.6680 Sign Standards: <br />(a) Strict or literal interpretation and enforcement of the specified <br />regulation would result in practical difficulty or undue physical hardship <br />inconsistent with the objectives of EC 9.6600 to 9.6680 Sign Standards. <br />A practical difficulty or undue hardship may result from the location of <br />existing structures on the site or in the immediate vicinity.
