University of Oregon <br />Indoor Football Practice Facility <br />Sign Variance Application January 22, 2025 <br /> <br /> <br /> <br />13 <br />(c) Street locations or traffic conditions in the immediate vicinity. <br />The above findings under EC 9.8760(1)(a) and (b) are incorporated by reference herein as <br />demonstration that this criterion is satisfied. <br />(2) There are exceptional or extraordinary circumstances or conditions <br />applicable to the property involved or to the intended use of the property that <br />do not apply generally to other properties classified in the same zone. <br />The multi-use Autzen Stadium Complex hosts a variety of events and is a major tourist <br />destination in the region. The Complex attracts visitors from the immediate vicinity, from the <br />region as a whole, and from other states, based on the nature of events. The new football <br />training facility is the largest and most prominent of recent campus development projects in the <br />area. Although the new indoor practice facility is clearly distinguishable from other nearby <br />buildings, reinforcing its connection with the rest of the Complex and the University is key to <br />maintaining the continuity of the Complex. <br /> <br />The Autzen Stadium Complex is clearly exceptional in comparison to other properties in the PL <br />zone. The proposed two (2) wall signs are a key to maintaining cohesiveness between the new <br />football practice facilities and the other University of Oregon Athletics facilities in the Autzen <br />Stadium Complex. <br /> <br />The above findings demonstrate that there are exceptional or extraordinary circumstances, <br />special conditions applicable to the property involved, and special conditions related to the <br />intended use that do not generally apply to other properties classified in the same zone. <br /> <br />This criterion is satisfied. <br />(3) The granting of the variance will not be detrimental to the public health, <br />safety or welfare, or materially injurious to properties or improvements in the <br />vicinity. <br />As stated in EC 9.6600 the purpose of Sign Standards is to “establish standards for the design, <br />quality of materials, construction, size, number, location, electrification, illumination, installation, <br />and maintenance of all signs and sign structures not located within a building. The regulations <br />are not intended to, and do not restrict the content of sign messages.” The primary basis for <br />sign standards includes, in part: <br /> <br />* * * <br />(4) It is necessary to protect residential neighborhoods from the adverse impact that <br />signs may have on the residential atmosphere. <br />(5) It is necessary to regulate the size, type, and location of signs to encourage the <br />effective use of signs as a means of communication * * * .
