3. Streets and Alleys and 4. Sidewalks <br />EC 9.6505(3) requires that all streets in and adjacent to the development site be paved to the <br />width specified in EC 9.6870 and improved according to adopted standards and specifications <br />pursuant to Chapter 7 of the Eugene Code. The improvements are to include drainage of all <br />such streets and alleys, as well as curbs and gutters, sidewalks, street trees, and streetlights <br />designed in accordance with the Design Standards and Guidelines for Eugene Streets, Sidewalks, <br />Bikeways and Accessways and standards and specifications adopted pursuant to Chapter 7 of <br />the Eugene Code and other adopted plans and policies. <br />Middle Housing Lot (Parcel) 1 has frontage on Jackson Street along its western boundary, which <br />is a Medium -Volume Residential Local Street owned and maintained by the City of Eugene. <br />Middle Housing Lots (Parcels) 2 and 3 have frontage on Adams Alley along its eastern boundary. <br />Jackson Street was constructed to city standards per City project# 1960-0034, with 34 feet of <br />paving width, curb & gutter, street lights and street trees. Jackson Street is currently lacking <br />sidewalks. <br />To ensure that the street will be improved to City standards, the following Condition of <br />Approval is warranted: <br />The applicant shall submit an Irrevocable Petition for public improvements in <br />Jackson Street to include sidewalks. <br />Middle Housing Lots (Parcels) 2 and 3 abut Adams Alley to the east. Adams Alley is designed <br />with an adequate right-of-way width of 14 feet for a secondary alley access, however it lacks <br />paving and a stormwater conveyance system. Although, Adams Alley will be utilized as <br />secondary access, the following condition of approval is necessary to comply with EC <br />9.6505(3)(b): <br />2. The applicant shall submit an Irrevocable Petition for public improvements in <br />Adams Alley to include adequate paving width and storm drainage. <br />Irrevocable petitions enable the City to initiate a local improvement process and obligate the <br />property owners to pay their proportional share of the street construction costs in the future. <br />The City could construct the street when the majority of benefitting property owners agree to <br />pay for the improvements. <br />Based on the above findings and Condition of Approval, the proposed Middle Housing Land <br />Division complies with the standards of EC 9.6505(3)-(4). <br />5. Bicycle Paths and Accessways <br />No bicycle path or Accessways are proposed or required with this application.
