The subject property is approximately .24 acres (10,597 sq. ft.) in size and is zoned R-1 Low -
Density Residential. It is located in the Friendly Area neighborhood, within the Storey
Subdivision of College -Crest Addition to Eugene, originally platted in April of 1910. The property
is located in an area that is predominantly developed with single -unit dwellings, characterized
by low -density residential development. Services are provided in the broader vicinity, such as
the Adams Elementary school two blocks north, the Arts & Technology Academy Middle School
three blocks west of that, commercial development on Willamette .85 miles to the east, and
Amazon Park approximately a mile east.
The subject property abuts Jackson Street to the west and Adams Alley to the east. Proposed
Middle Housing Lot 1 (Parcel 1) is 5,013 square feet and contains the existing single -unit
dwelling, which has frontage on Jackson Street. Proposed Middle Housing Lot 2 (Parcel 2) is
2,877 square feet, vacant, and abuts Adams Alley to the east. Proposed Middle Housing Lot 3
(Parcel 3) is 2,707 square feet, vacant, and abuts Adams Alley to the east. Parcel 2 and Parcel 3
will also have pedestrian access to Jackson Street via a 5-foot wide access and public utility
easement.
Additional details of the proposal are included in the applicant's written statement and
supporting documentation, all of which are included as part of the public record and located in
the application file for reference.
What is a Middle Housing Land Division: A Middle Housing Land Division is a process to create
Middle Housing Lots, each of which contains a single unit of middle housing within a middle
housing development (e.g. one dwelling unit in a triplex). This allows for the sale of individual
units in a Middle Housing development, which will serve to expand home ownership
opportunities. A Middle Housing Land Division can occur before, during, or after the
construction of the middle housing itself. Any Middle Housing developed in Eugene must be
constructed in accordance with the applicable development standards.
A Note on Terminology: Eugene Code Section 9.0500, Definitions, defines a "Middle Housing
Lot" as "A lot or parcel created through a middle housing land division." Middle Housing Land
Division is the only codified process through which Middle Housing Lots can be created.
However, for platting purposes, two different terms, "lot" and "parcel," are used, depending on
the number of lots proposed. The term "lot" is used when units of land are created through the
Subdivision process, which is used to create four or more units of land. The term "parcel" is
used when units of land are created through the Partition process, which is used to create three
or fewer units of land.
In this case, the proposal will result in three Middle Housing Lots, which for platting purposes
will be referred to as "parcels" on the final plat. For consistency throughout this decision, the
term "Middle Housing Lot" is synonymous with "middle housing parcel," and the terms are
used interchangeably in the context of this Decision.
December 2025 Findings & Decision: Action Jackson (MHT 25-35) Page 2 of 14
