Relocating the site’s access eastward would further reduce the separation <br />between driveways and increase noncompliance with access spacing standards. <br />Conversely, shifting the access westward toward the intersection of a major and minor <br />arterial would likely create less safe conditions for ingress and egress. Given the existing <br />development pattern, there is no feasible location to relocate the applicant’s access <br />connection. Physical conditions preclude compliance with EC 7.420. <br /> <br />(b) The proposed adjustments to the standards will provide safe ingress and egress to the <br />development site, will not negatively impact the efficiency of the public right-of-way, and <br />will not result in a hazard to the bicycle, pedestrian or vehicular traffic using the right-of- <br />way. <br />The current access connection has provided safe ingress and egress to the property for <br />decades. Crash data is available on the Lane Council of Governments website (lcog.org) <br />and has been reviewed for this application. Data is compiled and reported annually by <br />ODOT and includes summaries by city and county. <br /> <br />Despite being the intersection of two heavily traveled roads, there have been relatively <br />few reported vehicle crashes in this area. The data from LCOG’s Motor Vehicle Crashes <br />2007 – 2002 shows no motor vehicle crashes on West 7th Avenue, the location of the <br />access to this development site. There were no Pedestrian Involved crashes except 1 on <br />Chambers Street and 1 Bicycle Involved crash. This is a surprisingly safe intersection <br />likely because of all the signaling. <br /> <br />Retention of the existing access in its current location will not negatively impact the <br />efficiency of the public right-of-way, and will not result in a hazard to the bicycle, <br />pedestrian or vehicular traffic using the right-of-way. <br /> <br />(c) The proposed development will not impact one or more of the existing access <br />connections to the development site. Impact to an existing access connection includes, <br />but is not limited to, increasing the number of vehicles, either directly or indirectly, that will <br />utilize an existing access connection for ingress or egress to the development site. <br /> <br />(d) Compliance with EC 7.420(1)(c) will result in traffic patterns inconsistent with the <br />character of the property located within a quarter mile radius of the development site or <br />will increase the number of vehicular trips using the street with the lower classification <br />above the typical daily trip range for that street’s classification. <br /> <br /> <br />In Conclusion <br />Applicant has shown that due to physical conditions of the site, the proposed adjustments to the standards will provide <br />safe ingress and egress to the development site. <br /> <br />Sincerely, <br />Schirmer Consulting, LLC <br /> <br />Carol Schirmer <br />Principal
