SWEEP Page 7 of 7
Adjustment Review Application: Written Statement
November 7, 2025

Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108
Landscape Architecture + Land Use Planning
feet apart. Relocating the site’s access eastward would further reduce the separation
between driveways and increase noncompliance with access spacing standards.
Conversely, shifting the access westward toward the intersection of a major and minor
arterial would likely create less safe conditions for ingress and egress. Given the existing
development pattern, there is no feasible location to relocate the applicant’s access
connection. Physical conditions preclude compliance with EC 7.420.

(b) The proposed adjustments to the standards will provide safe ingress and egress to the
development site, will not negatively impact the efficiency of the public right-of-way, and
will not result in a hazard to the bicycle, pedestrian or vehicular traffic using the right-of-
way.
The current access connection has provided safe ingress and egress to the property for
decades. Crash data is available on the Lane Council of Governments website (lcog.org)
and has been reviewed for this application. Data is compiled and reported annually by
ODOT and includes summaries by city and county.

Despite being the intersection of two heavily traveled roads, there have been relatively
few reported vehicle crashes in this area. The data from LCOG’s Motor Vehicle Crashes
2007 – 2002 shows no motor vehicle crashes on West 7th Avenue, the location of the
access to this development site. There were no Pedestrian Involved crashes except 1 on
Chambers Street and 1 Bicycle Involved crash. This is a surprisingly safe intersection
likely because of all the signaling.

Retention of the existing access in its current location will not negatively impact the
efficiency of the public right-of-way, and will not result in a hazard to the bicycle,
pedestrian or vehicular traffic using the right-of-way.

(c) The proposed development will not impact one or more of the existing access
connections to the development site. Impact to an existing access connection includes,
but is not limited to, increasing the number of vehicles, either directly or indirectly, that will
utilize an existing access connection for ingress or egress to the development site.

(d) Compliance with EC 7.420(1)(c) will result in traffic patterns inconsistent with the
character of the property located within a quarter mile radius of the development site or
will increase the number of vehicular trips using the street with the lower classification
above the typical daily trip range for that street’s classification.

In Conclusion
Applicant has shown that due to physical conditions of the site, the proposed adjustments to the standards will provide
safe ingress and egress to the development site.

Sincerely,
Schirmer Consulting, LLC

Carol Schirmer
Principal
