APPLICATION SUMMARY & PROCEDURE <br />The applicant has submitted an application requesting correction of an alleged error in the <br />mapping of a Goal 5 resource site on the Goal 5 Water Resources Conservation Plan Map. <br />For context, the purpose of Oregon Statewide Planning Goal 5 is to protect natural resources <br />and conserve scenic and historic areas and open spaces. To implement this goal, the State set <br />out a process through Oregon Administrative Rules (OARS) for local governments to follow. As <br />part of the process, the City conducted a Goal 5 inventory analysis, which originally occurred <br />through Ordinance No. 20296. The result was a map of riparian corridors, wildlife habitat, and <br />wetlands. The next step was to set forth code and methodology for determining what sites <br />were of significant enough value to warrant protection measures. This was done through the <br />adoption of Ordinance No. 20351, which included code provisions and the Goal 5 Water <br />Resources Conservation Plan (Conservation Plan). Included within the Conservation Plan was an <br />analysis that identified potential resource sites and included an Economic, Social, <br />Environmental, and Energy (ESEE) analysis, which was used to determine the level of protection <br />a particular resource should have at the local level. <br />This applicant appears to be seeking correction to the location and boundary of the riparian or <br />wetland resource, given that each site is currently zoned with the /WR Water Resources <br />Conservation Overlay Zone. The riparian resources in question are known as Goodpasture <br />Slough at Goodpasture Loop and Goodpasture Island Wetlands, or as identified in the adopted <br />Goal 5 inventory, sites E75 B and WKZ-5 respectively. The exact sites are discussed at greater <br />length below. The application asserts that the City incorrectly excluded a natural resource area <br />associated with a riparian stream <br />from the City's Goal 5 inventory and <br />applied an inadequate level of <br />protection to a Goal 5 riparian <br />resource. <br />From staff's understanding of the <br />request, the applicant has requested <br />review of two separate sites, both of <br />which are located within the Valley <br />River Village (Goodpasture Island) <br />Planned Unit Development. <br />The applicant has requested the <br />inclusion of E75 B-3 as being slated <br />for protection and potentially <br />expanding the resource site itself. <br />Figure 1: Excerpt of the Adopted Protection Designations for <br />the Eugene Goal Wetland, Riparian, and Upland Wildlife <br />Habitat Inventories (November 14, 2005) <br />September 2025 Findings & Decision of the Planning Director Page 2 of 6 <br />Valley River Village PUD (OC2 25-01) <br />
