APPLICATION SUMMARY & PROCEDURE The applicant has submitted an application requesting correction of an alleged error in the mapping of a Goal 5 resource site on the Goal 5 Water Resources Conservation Plan Map. For context, the purpose of Oregon Statewide Planning Goal 5 is to protect natural resources and conserve scenic and historic areas and open spaces. To implement this goal, the State set out a process through Oregon Administrative Rules (OARS) for local governments to follow. As part of the process, the City conducted a Goal 5 inventory analysis, which originally occurred through Ordinance No. 20296. The result was a map of riparian corridors, wildlife habitat, and wetlands. The next step was to set forth code and methodology for determining what sites were of significant enough value to warrant protection measures. This was done through the adoption of Ordinance No. 20351, which included code provisions and the Goal 5 Water Resources Conservation Plan (Conservation Plan). Included within the Conservation Plan was an analysis that identified potential resource sites and included an Economic, Social, Environmental, and Energy (ESEE) analysis, which was used to determine the level of protection a particular resource should have at the local level. This applicant appears to be seeking correction to the location and boundary of the riparian or wetland resource, given that each site is currently zoned with the /WR Water Resources Conservation Overlay Zone. The riparian resources in question are known as Goodpasture Slough at Goodpasture Loop and Goodpasture Island Wetlands, or as identified in the adopted Goal 5 inventory, sites E75 B and WKZ-5 respectively. The exact sites are discussed at greater length below. The application asserts that the City incorrectly excluded a natural resource area associated with a riparian stream from the City's Goal 5 inventory and applied an inadequate level of protection to a Goal 5 riparian resource. From staff's understanding of the request, the applicant has requested review of two separate sites, both of which are located within the Valley River Village (Goodpasture Island) Planned Unit Development. The applicant has requested the inclusion of E75 B-3 as being slated for protection and potentially expanding the resource site itself.
