Property Line Adjustment – 1815 & 1855 Cal Young Rd <br /> <br />Metro Planning, Inc. September 2025 2 | P a g e <br /> <br /> <br />BACKGROUND <br /> <br />This property line adjustment application pertains to Assessor’s Map number 17-03-20-23, Tax Lots 6200 and 6400; 1815 and <br />1855 Cal Young Road, respectively (“subject properties”). The subject properties are within the City of Eugene city limits, zoned <br />R-1 and maintain a Low-Density Residential Metro Plan Designation. Both subject properties are legal lots of record as detailed <br />below. <br /> <br />Property 1 (Tax Lot 6400) of this proposal was lawfully created in 1974 as Parcel 1 of Minor Partition M74-33. Property 1 has <br />not undergone subsequent land divisions or adjustments to the parcel’s configuration that were not part of conveyances to the <br />City of Eugene for the creation of surrounding streets – Cal Young Road, Monterrey Street, and Morningside Drive; thus, <br />Property 1 is a legal lot of record. See M74-33, included with this submittal. <br /> <br />Property 2 (Tax Lot 6200) of this proposal was lawfully created in 1981 as Parcel 2 of Minor Partition M81-009. Property 2 <br />has not undergone subsequent land divisions or adjustments to the parcel’s configuration; therefore, Property 2 is a legal lot of <br />record. See M81-009, included with this submittal. <br /> <br />For City Staff review, this written narrative delineates the proposal’s compliance with the Property Line Adjustment criteria, <br />standards and requirements for approval contained within applicable sections of the Eugene Code (EC) including EC 9.8405 – <br />Applicability of Property Line Adjustment Applications and EC 9.8415 – Property Line Adjustment Approval Criteria. For ease of <br />review, herein, Eugene Code sections are indicated by bold and/or italic typeface; applicant responses follow in plain typeface. <br /> <br /> <br />EC 9.8405 – Applicability of Property Line Adjustment Applications. <br /> <br />(1) A property line adjustment application is applicable to changes to the property lines of adjoining properties when <br />all of the following exist: <br /> <br /> (a) A property line proposed for adjustment will not result in an increase in the number of parcels or lots. <br /> <br />Response: The proposed property line adjustment seeks to adjust one boundary line between Tax Lots 6200 and 6400 and will <br />not result in creating a new lot or parcel. The proposal is in compliance with this criterion. <br /> <br /> (b) A property line proposed for adjustment will not create more than 2 property line adjustments to any of <br /> the boundaries of an individual lot or parcel within a calendar year. This subsection does not apply to <br /> proposed property line adjustments undertaken by or on behalf of a governmental entity that affect the <br /> ability to preserve, manage, or expand park, open space, or natural resource areas. <br /> <br />Response: The proposed property line adjustment will not create more than two (2) property line adjustments to any of the <br />boundaries of the subject properties within one calendar year. The proposal is in compliance with this criterion. <br /> <br />(c) The adjustment will result in less than a 200% change in the size of the lot or parcel. This subsection <br /> does not apply to proposed property line adjustments undertaken by or on behalf of a governmental <br /> entity that affect the ability to preserve, manage, or expand park, open space, or natural resource areas. <br /> <br />Response: The proposed adjustment results in less than a 200% change in the size of either lot. To demonstrate compliance <br />with this criterion, the percentage change for each property is summarized below and then calculated using the percentage <br />change formula: (X2-X1) / X1 * 100%. <br /> <br />Property 1 begins at approximately 176,854 square feet in area. The proposed property line adjustment will leave Property 1 <br />with an area of approximately 182,080 square feet. The proposed adjustment will result in an approximate 2.95% increase in <br />area for Property 1. <br />
