Braewood Hills 3rd Addition PUD (PDT 24-1 and ST 24-3) Page 8 of 14 <br />Standards Review Application: Written Statement <br />September 5, 2025 <br /> <br /> <br /> Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />(1) Unless waived by the planning director, the application shall be prepared by one or more of the following <br />professionals: <br />(a) Oregon licensed architect. <br />(b) Oregon licensed civil engineer. <br />(c) Oregon licensed landscape architect. <br />(d) For applications submitted under EC 9.4780(3), a professionally trained botanist, biologist, ecologist, or <br />geomorphologist or creek restoration specialist with a bachelor’s degree in the subject field and at least 5 <br />years of applied experience in botany, biology, ecology, geomorphology, or a closely related field, or an <br />Oregon licensed geologist. <br />(e) For applications submitted under EC 9.4930(3), a professionally trained botanist or biologist, with sufficient <br />training and experience in planning and design to evaluate consistency of the application with all applicable <br />standards. <br /> <br />The application is being prepared by a licensed landscape architect, licensed civil engineer, licensed surveyor <br />and Brian Meiering, an Environmental Specialist from Wetlands and Wildlife, LLC., a professionally trained <br />wetlands specialist (with over 30 years of experience and Specializing in Rare Species Surveys, Wetland <br />Delineations and Mitigation Construction Administration/Compliance related to NEPA and ESA). <br /> <br />(2) Unless waived by the planning director, if the application submitted under EC 9.4930(3) is not prepared by a <br />professionally trained botanist or biologist, one or more of the professionals preparing the application shall have <br />sufficient professional expertise and training in field botany or related biological sciences to evaluate consistency <br />of the application with application standards. <br /> <br />The application is submitted under EC 9.4930(3)(b) Construction of public improvements (including but not limited <br />to streets, bridges, paved bikeways and pedestrian paths, and public utilities) required by this land use code or <br />specified in adopted plans. Subject to EC 9.4980/WR Water Resources Conservation Overlay Development <br />Standards (1) through (11). <br /> <br />The application is being prepared by a licensed landscape architect with over 35 years of experience, and a <br />professionally trained wetlands specialist (with over 30 years of experience and Specializing in Rare Species <br />Surveys, Wetland Delineations and Mitigation Construction Administration/Compliance related to NEPA and <br />ESA). Together with this level of expertise the application will be completed with sufficient specificity for approval. <br /> <br />(3) The application shall include a site plan that shows sufficient detail and supporting narrative information to <br />demonstrate compliance with applicable standards. Unless waived by the planning director, the site plan shall be <br />prepared by an Oregon licensed civil engineer or Oregon licensed surveyor. <br /> <br />The application includes a site plan that shows sufficient detail and supporting narrative information <br />demonstrating compliance with applicable standards. Various plans within the plan set have been prepared by <br />licensed professionals, including a licensed landscape architect and licensed civil engineer. A licensed surveyor <br />provided the existing conditions plan and the licensed civil engineer provided the grading plan. That data has all <br />been combined into one Site Plan demonstrating the area to be disturbed for construction of a required public <br />road, plants to be removed and plants to be installed. As such, this criterion is met. <br /> <br />(4) The site plan and application shall be signed by each of the professionals preparing the application, certifying that <br />the application is true and correct to the best of his or her professional ability, and that, if applicable, the <br />professional standards of his or her profession have been met therein. <br />See Cover Sheet of Plan Set for signatures. <br /> <br />EC 9.4980 /WR Water Resource Conservation Overlay Zone – Development Standards. <br />(1) Enhancement. Where the /WR conservation area is reduced, or uses are approved within the /WR conservation <br />area, the remaining /WR conservation area shall be enhanced consistent with this subsection and by removing <br />non-native plant species and planting native plant species consistent with subsections and (3) below. <br />(a) All refuse, toxic materials and any fill that limits or decreases the capacity of the conservation setback area to <br />filter pollutants from runoff that flows across the conservation setback area shall be removed (not including <br />stormwater collected and discharged from impervious surfaces).
