Criteria are in regular type face and responses are in italics. <br /> <br />Project Overview <br />The subject property encompasses over 15 acres designated as a residential Planned Unit Development (PUD) and <br />subdivision. Within this area lies a resource identified under Statewide Planning Goal 5, which pertains to the <br />conservation of natural resources, scenic and historic areas, and open spaces. <br /> <br />To facilitate the development, the applicant proposes the extension of Randy Lane through the southern portion of the <br />property. This proposed public road crosses the Goal 5 resource area. Therefore, as a condition of approval, the <br />applicant must submit a Standards Review application to assess and mitigate potential impacts on the Goal 5 <br />resource. <br /> <br />The Goal 5 Resource (a stream) currently flows into an existing 12” stormwater pipe that deposits the water in Videra <br />Park. This stormwater pipe will not be disturbed, unless portion so fit need to be replaced due to age related <br />degradation, during the construction of Randy Lane and will be integrated into the road infrastructure as would any <br />other utility. Consequently, no culvert will be required. <br /> <br />The primary disturbance within the Goal 5 area will result from the grading and construction activities with the required <br />road extension. Existing plants will be removed and native plants will be installed. See lists below identifying existing <br />plants to be removed and replacement planting. See Site Plan for location of plant removal and replacement planting.. <br /> <br />Existing plants to be removed (per Wetlands and Wildlife, LLC) <br />The dominant grass species is Schedonorus arundinaceus, a non-native hay grass. Rubus armeniacus and Dipsacus <br />fullonum dominate the area surrounding the upslope stormwater pipe. Minor components (trace) include Sidalcea <br />asprella ssp. Virgata (native), Camassia leichtlinii (native), Juncus patens, Allium amplectens (native). <br /> <br />The existing trees are either apple or pear are non-native. <br /> <br />Proposed planting (per Wetlands and Wildlife, LLC) <br />I recommend replanting/seeding with: <br />· Deschampsia caespitosa – Tufted Hair Grass. <br />· Festuca californica – California fescue <br />· Koeleria macrantha – Prairie Junegrass <br />· Hordeum brachyantherum – Meadow Barley <br /> <br />Native tree replacement could be: <br />· Quercus garryana – Oregon White Oak <br />· Pinus ponderosa v. benthamiana – Willamette Valley Ponderosa Pine <br />· Calocedrus decurrens – Incense Cedar <br />· Malus fusca – Pacific Crabapple <br /> <br />EC 9.8470 Standards Review Approval Criteria <br />The decision maker shall determine whether the application is in compliance with the standards set out in the code <br />section that calls for the Standards Review. <br />Condition 18 of the Planning Commissions Final Order: Braewood Hills 3rd Addition (PDT 24-1 and ST 24-3) states: <br />Prior to Final PUD approval, the applicant shall obtain Type II Standards Review approval for the proposed <br />public street extension of Randy Lane and any other utility crossings or other allowed improvements within <br />the protected /WR conservation area, subject to the applicable standards at EC 9.4900 – 9.4980. <br /> <br />A Type II Standards Review application is required. <br /> <br />9.8472 Standards Review – Application Requirements. <br />In addition to the provisions in EC 9.7010 Application Filing, applications for uses subject to standards review under <br />EC 9.4780(3) or EC 9.4930(3) shall be subject to the following requirements:
