Based on this finding and future permit requirements, this <br />standard is met. <br />(b) Grading and excavating conducted as part of restoration or enhancement projects, <br />and bank and channel reconfiguration shall result in topography that resembles <br />landscapes shaped only by natural processes, for example, incorporating the undulations, <br />meanders and slopes found in such landscapes. For purposes of this standard, straight <br />lines and geometric or angular shapes are not acceptable. Channel and stream bank <br />slopes shall not exceed 25 percent at elevations of 500 feet or less. <br />While this project is not a “restoration or enhancement project,” nor “bank and change <br />reconfiguration,” the applicant acknowledges this requirement and states that any changes or <br />impact to topography will be graded to match the existing grade. Based on the available <br />information, this standard is met. <br />Decision <br />Based on the available information and evidence, and based on the preceding findings of <br />compliance with applicable approval criteria and standards, the Standards Review is APPROVED <br />with the following conditions: <br />1) Prior to required replanting within the Goal 5 resource area or conservation areas, the <br />applicant shall use only species included in the Goal 5 Native Plants List, as provided in <br />Exhibit F to Ordinance No. 20351. Prior to replanting, the applicant shall pr ovide the <br />proposed replanting seed mix and its contents to the Planning Division for confirmation <br />that all species are included in the approved list. <br />Based on these finding and condition, this standard is met. <br />2) The applicant shall add the following note to the final site plans, “The use of heavy <br />machinery within a conservation area or water resource shall be limited to the period of <br />June 15 and September, unless otherwise approved by the planning director.” <br />3) The applicant shall add a note to the final site plans: “Petroleum products, chemicals, <br />or other deleterious materials used in the construction process shall not be allowed to <br />enter a stream or wetland that is within a /WR conservation area.” <br />Approved By <br /> <br /> <br /> 7/14/2025 <br />Jeff Gepper, Principal Planner, for the Eugene Planning Director Date <br />See next page for post approval requirements.
