<br /> <br /> 37 Slocum TIA April 22, 2025 <br />(3) In addition to the above criteria, if the Traffic Impact Analysis Review was required <br />based on EC 9.8670(4), the improvements shall also address the structural capacity of <br />the street in the County’s jurisdiction and address identified structural deficiencies, or <br />reduction in the useful life of existing street structures related to the proposed <br />development. Improvements may be needed to eliminate the identified structural <br />deficiencies and to accommodate vehicle impacts to structures. <br /> <br />The site does not abut a Lane County roadway. This standard is not applicable. <br /> <br />(4) In addition to the above criteria, if the development is located within the S-WS Walnut <br />Station Special Area Zone, any increased traffic the development would generate on <br />streets within the Fairmount neighborhood to the south of the Walnut Station Special <br />Area Zone shall be mitigated through the use of traffic calming strategies or other <br />mechanisms designed to discourage such traffic. <br /> <br />The project site is not located within the S-WS Walnut Station Special Area Zone. Therefore, <br />this criterion does not apply. <br /> <br />As per the findings above, the Traffic Impact Analysis Review is in compliance with the <br />applicable criteria and standards, as set forth in EC 9.8680(1)-(4). <br /> CONCLUSION <br />The traffic analysis contained in this report evaluates adjacent roadways and intersections for <br />impacts to the surrounding system with the proposed construction of the Slocum Surgery <br />Center. The evaluation considers the impacts on the site access connections and the adjacent <br />intersections for the AM and PM peak hours. The following describes the findings within the <br />report. <br />FINDINGS <br />The analysis concludes the following: <br />• The added vehicle trips from the proposed development will not result in any <br />intersection to not meet the applicable LOS or v/c standard. <br />• The intersection of Coburg Road at the Beltline EB Ramps does not meet the v/c <br />standard in the background conditions. The added site trips will not further degrade <br />the v/c, meeting ODOT standards for not requiring mitigation. Therefore, no mitigation <br />is proposed for this development. <br />• The addition of development traffic will not substantially increase queuing conditions <br />over the background conditions. <br />• The site driveway is projected to operate safely and efficiently with the increase in <br />enrollment and the proposed daycare/preschool facility.
