27 Slocum TIA April 22, 2025
7.2 INTERSECTION ANALYSIS RESULTS
A performance analysis was conducted for the studied intersection conditions during the AM
and PM peak hours. The results of the analysis are illustrated in Table 8. The SYNCHRO outputs
are provided in Appendix E.
TABLE 8: INTERSECTION PERFORMANCE
Intersection Mobility
Standard
2025
Background
2027
Background
2027
Build
2032
Background
2032
Build
AM Peak Hour
Coburg Road at EB
Ramps 1.0 0.77 0.81 0.83 0.90 0.90
Coburg Road at WB
Ramps 1.0 0.78 0.82 0.84 0.90 0.92
Coburg Road at
Chad Drive LOS E C D D D E
Chad at Shadow
View LOS E C C D D E
PM Peak Hour
Coburg Road at EB
Ramps 1.0 0.93 0.99 0.99 1.08 1.10
Coburg Road at WB
Ramps 1.0 0.80 0.84 0.86 0.92 0.94
Coburg Road at
Chad Drive LOS E D D D E E
Chad at Shadow
View LOS E C C D C C

As demonstrated in Table 8 above, all intersections, with the exception of the Coburg
Road/Beltline Eastbound ramps, meet the mobility standards. The EB ramp intersection is
projected to not meet the v/c standard during the PM peak hour background 2032 conditions.
As per the Oregon Highway Plan the development is required to show no further degradation
when intersections are currently not meeting the standard. The development trips do not
worsen the v/c more than 0.03 over the background condition, mitigation is not triggered.
7.3 INTERSECTION QUEUING ANALYSIS RESULTS
A queuing analysis was performed following procedures within the Highway Capacity Manual
and implemented within SimTraffic 10. SimTraffic, a microsimulation software, evaluates
traffic operations as a network and provides queuing estimates. The average and 95th
percentile queues for the analysis years with and without the development of the site are
included in Table 9 for the AM peak hour and Table 10 for the PM peak hour. The outputs are
included in Appendix F.
