<br />“Middle Housing development on any Lot may trigger the requirement for on-site <br />stormwater detention. If a lot is developed with Middle Housing and exceeds 20% <br />impervious area, on-site detention is required. The detention shall be sized by a civil <br />engineer so that the peak flow from the lot does not exceed the peak flow generated by a <br />20% impervious surface area. The peak flow at the 10-year storm event shall be assumed to <br />be 2.1 cubic feet per second per acre based on site conditions. Any on-site detention <br />system shall be designed by a civil engineer to meet City of Eugene and SLOPES V <br />standards.” <br /> <br />Applicant’s engineer, KPFF, submitted a memo in the second open record period, dated August <br />14, 2024, explaining how the stormwater system would accommodate full Midde Housing <br />buildout with quadplexes. It requires on-site detention to meet city standards if impervious <br />service on any lot exceeds 20%. The replacement language proposed above reflects that <br />methodology.
