Learn why this is important <br />[EXTERNAL ] <br /> Attn: Nick Gioello: <br />Dear Nick Gioello: <br />I previously submitted the following e-mail for the initial hearing pertaining to <br />Braewood Hills 3rd Addition (PDT 24-1/ST 24-3)O <br />I am a homeowner living at 3045 Wintercreek Drive, Eugene, OR 97405. I am strongly <br />opposed to an application concerning PUD 24-001 and ST 24-003 because the application <br />fails to meet Eugene building codes. This applicant is trying to take shortcuts and not abide <br />by EC 9.8300 by removing existing natural resources. I understand part of the trees are <br />already preserved, but with this applicant planning to build on 38 lots with up to 152 units, <br />many more trees will be cut. <br /> In addition, that many homes means we will be inundated with a lot more traffic on the <br />existing roads, including Hawkins, Wintercreek Drive, Blacktail, Southview and Bailey Hill. <br />The applicant is saying it will only create one car per lot, or 38 cars, which is a ridiculous <br />argument. If anything, if they are allowed to build four units per lot, it will mean at the <br />minimum of 152 cars, but more likely probably 300 vehicles on these roads. Many of these <br />streets do not have stop signs now, and very few people observe the speed limits of 25 mph <br />already. I have no problem if single family homes are built on these 38 lots. If they are built, <br />then the road should be extended on Randy and have an exit at the other end of Randy by <br />29th. The applicant will be creating a problem for emergency vehicles entering and exiting <br />and causing safety issues in violation of EC9.6815 and EC9.6815 (2)(d). Hawkins is already a <br />curvy and unsafe road, especially when we have bad weather. If there was a fire, it would be <br />difficult for emergency vehicles to enter and exit and would be a violation of EC 9.6815 (2) <br />(d). No exception should be made for anyone. It is unsafe for the people that would live <br />there. <br />I understand that a Traffic Count was done in June of 2005 at the corner of <br />Hawkins/Wintercreek and showed 92 trips from 7-9 a.m. That was almost 20 years ago! I <br />was told an informal Traffic Count was done in May and the count was 248. That is almost a <br />300 percent increase. We have lived here almost seven years and have seen a large increase in <br />traffic and are already concerned about the impact of Southview and Tanner Park when those <br />roads are fully opened up. I have requested speed bumps and police presence on Wintercreek <br />in the past but that has not been done. We already see near accidents from Tanner Park onto <br />Wintercreek. There is no stop sign on Tanner Park. <br />Please consider these issues before allowing any more development to take place.
