There is a parking lot (not <br />affiliated with the site) located to the West. <br /> <br />Development Objective: <br />The development objective is to build a 508 sf addition to the north side of the existing massage <br />therapy clinic. The addition will be built up to the property lines on the north and east. The <br />proposed use is to remain unchanged. This application is to be reviewed under the <br />General/Discretionary criteria (EC 9.8440) <br /> <br />III. COMPLIANCE WITH GENERAL SITE REVIEW CRITERIA <br /> <br />(1) The site review plan’s general design and character is reasonably compatible with <br />surrounding properties, as it relates to building locations, bulk and height, noise, glare <br />and odors. <br />The proposed addition is consistent with the surrounding developments within the <br />Whiteaker Special Area. The existing building is a former single-family home that was <br />previously converted to a massage clinic. The new addition is proposed to be one-story <br />with a parapet roof, reflective of the parapet roofs at adjacent properties to the North, <br />East and South, all of which are two story buildings. Tucked behind the existing building, <br />the new addition will match existing siding and paint color, and will hardly be visible <br />from 3rd Avenue. There will be no noise, glare or odors from the new addition. <br /> <br />(2) Proposed lots, buildings, streets, parking lots, recreation areas, and other proposed <br />uses are designed and sited to minimize impacts to the natural environment by <br />addressing the following: <br />a.
