<br />The proposed amendments will continue to require applicants to select stormwater quality facilities <br />from the City’s Stormwater Management Manual. They also provide additional clarification and <br />refinement to the priority order, related criteria, and exceptions. For example, the proposed changes <br />update the priority for stormwater management to be infiltration first, followed by extended filtration, <br />and finally off-site stormwater quality management. <br /> <br />Eugene’s Stormwater Development standards, located at Eugene Code (EC) 9.6791-9.6797, apply to <br />land use applications and development permits. While the Stormwater Development Standards <br />contain specific requirements, much of the more detailed implementation measures for stormwater <br />management are contained within the Stormwater Management Manual. Updates to the Stormwater <br />Management Manual are also planned to comply with the recent NPDES permit requirements, but, as <br />the Manual is adopted administratively, that process will happen independently from these code <br />amendments. <br /> <br />On September 10, 2024, the Eugene Planning Commission held a work session in which they received a <br />presentation on the proposed amendments and asked questions for clarification on the proposed <br />changes. The following is a summary of each <br />section and the proposed changes: <br /> <br />• EC 9.6791 Stormwater Flood Control As proposed, this Section would be amended to <br />standardize the reference to the Stormwater Management Manual and remove unneeded and <br />out of date code language. The current code limits the stormwater flood control flow rates to be <br />calculated using only one method (the Rational Method), though there are other accepted <br />engineering methods for calculating stormwater flow rates. The proposed amendment removes <br />the limitation to only use the Rational Method which will allows the use of other calculation <br />options that can be listed in Stormwater Management Manual. The current code includes an <br />informational statement about how underground injection control systems that are used to <br />manage stormwater runoff are also regulated by federal and state requirements.
