<br />City of Eugene 180 West 8th Avenue, Ste. 200 Eugene, OR 97401 541-682-5264 <br /> <br /> <br /> <br />Memorandum <br />Date: August 14, 2024 <br />To: Nick Gioello <br />From: Nathan Scheib <br />Subject: PDT 24-1 Braewood Hills 3rd Addition – Open Record Period 2 Memorandum <br /> <br />The following analysis is responsive to evidence and testimony submitted into the record regarding <br />the Braewood Hills Tentative Planned Unit Development (PUD), City File PDT 24-1. Topics are <br />organized in accordance with their respective city development standards (bold text), followed by <br />comments from staff. <br /> <br />EC 9.6505(1) Water Supply: <br />As discussed in the findings and the recommended condition of approval found under EC 9.6505(1) in <br />the staff report for PDT 24-01 the proposed PUD can comply with this criterion. <br /> <br />EC 9.6505(2) Sewage: <br />As discussed in the findings and the recommended condition of approval found under EC 9.6505(2) in <br />the staff report for PDT 24-01, the proposed PUD can comply with this criterion. Also, the applicant <br />has submitted an additional memorandum dated July 31, 2024, that demonstrates how the proposed <br />wastewater system is adequately sized to serve the proposed PUD regardless of the type of future <br />development (i.e. single unit dwellings or middle housing) on the subject property. <br /> <br />EC 9.6505(3) and (4) Streets, Alleys and Sidewalks: <br />As discussed in the findings under EC 9.6505(3) and (4) in the staff report for PDT 24-01, <br />recommended condition of approval number 14 would require an Irrevocable Petition in Randy Lane <br />to include setback sidewalks and street trees. At that time, the extension of Randy Lane was <br />proposed as a private street and the required irrevocable petition would only be applicable to the <br />public portion of Randy Lane. However, with the Staff Memorandum dated July 31, 2024, the <br />extension of Randy Lane is now required to be built to City Standards and dedicated to the public. <br />Staff recommends the following revision (in italics) to recommended condition number 14 to clearly <br />articulate the irrevocable petition is only required for the existing portion of Randy Lane that does <br />not have setback sidewalks and street trees: <br /> <br />x The applicant shall submit an Irrevocable Petition for public improvements in Randy Lane <br />(existing portion between Hawkins Lane and Blacktail Drive) to include setback sidewalks <br />and street trees.
