5 <br />• On the final plat the applicant shall dedicate a 40-foot-wide right-of-way extending the public <br />right-of-way for Randy Lane from its existing intersection with Blacktail Drive westerly (toward <br />the western terminus of Randy Lane) to the proposed terminus of Randy Lane as currently <br />depicted on Sheet L2.0 of the applicant’s site plans. The right-of-way shall also encompass the <br />required turnaround area at the end of the street and include a reserve strip in accordance <br />with EC 9.6840(1). <br /> <br />For ease of reference, please see Attachment C to this memo, which is a document that combines the <br />recommended conditions of approval from the original staff report with all proposed revisions and <br />new conditions as described in this memorandum and revised Public Works referral comments. <br /> <br />EC 9.6815(2)(e) Street Connectivity Standards – Secondary Access <br />The Public Works referral comments were revised in this section and determined that the secondary <br />access standard at (2)(d) is satisfied by the existing intersection of Randy Lane and Blacktail Drive, <br />which will allow access to and from the development site via Hawkins Lane to the west and Blacktail <br />Drive to the south. <br /> <br />EC 9.6815(2)(h) Street Connectivity Standards – Exceptions <br />The Public Works referral comments were revised in this section and determined that the applicant’s <br />requested exception only relates to the proposed private streets extending to the north. As noted <br />above, the applicant will also need to demonstrate an exception for Randy Lane, either under the <br />clear and objective provisions at EC 9.6815(2)(h) or apply for an Adjustment Review according to <br />subsection (2)(i) and the related approval criteria at EC 9.8030(29). <br /> <br />EC 9.6820 Cul-de-Sacs and Turnarounds <br />The Public Works referral comments were revised in this section to address findings for a public <br />street instead of a private street. The revised findings indicate the standards are met with the <br />proposed turnaround at the end of Randy Lane. <br /> <br />EC 9.6735 Public Access Required <br />The Public Works referral comments were revised in this section to address findings regarding the <br />lack of direct access to a street for Lot 38, and a new condition of approval is recommended: <br /> <br />• Prior to final PUD approval, the applicant shall submit an updated site plan that depicts that <br />Lot 38 will have frontage on a public street or having access to a public street over a private <br />street or proposed private access easement. <br /> <br />Again, please refer to Attachment C to this memo for a complete list of conditions of approval from <br />the staff report along with all proposed revisions and newly recommended conditions of approval, as <br />described in this memo and revised Public Works referral comments. <br /> <br />EC 9.6792 Stormwater Quality <br />The Public Works referral comments were revised in this section because of the new conditions <br />requiring the extension of Randy Lane as a public street, although no new conditions of approval are
