4 <br />approval that were recommended in the staff report. <br /> <br />EC 9.6810 Block Length – Standards Met <br />The Public Works referral comments were revised in this section to address findings for a public <br />street instead of a private street. The revised findings determined the block length of the Randy Lane <br />extension from Blacktail Drive meets the applicable standard (being less than the 600-foot maximum <br />length) and does not require any exception. <br /> <br />EC 9.6815(2)(a) and (b) Street Connectivity Standards – Randy Lane Required as a Public Street <br />The Public Works referral (see pages 2 through 5) has been revised regarding the applicant’s <br />proposed extension of Randy Lane as a private street. The revisions include new findings and three <br />new conditions of approval that require the construction and dedication of Randy Lane as a public <br />street within a 40-foot-wide public right-of-way. <br /> <br />Public Works staff also found the applicant did not address any of the available street connectivity <br />exceptions under Housing/Clear and Objective standards to allow Randy Lane to dead-end without <br />connection to the existing segment of Randy Lane that terminates at the easterly subject property <br />boundary. The applicant therefore needs to demonstrate an exception is warranted according to the <br />available options under the Housing/Clear and Objective track standards and the following condition <br />is proposed by Public Works staff: <br /> <br />• Prior to final PUD approval, the applicant shall submit updated application materials <br />demonstrating that an exception is warranted for Randy Lane under EC 9.6815(2)(h). <br />Alternatively, the applicant may submit for an Adjustment Review under EC 9.6815(2)(i), <br />which requires a Type II land use application and is subject to the approval criteria at EC <br />9.8030(29). <br /> <br />As described in the revised Public Works referral comments, it is in the public’s interest to have an <br />interconnected public street system in order to reduce travel distance, and have the right-of-way <br />adjacent to residential developments be improved with the full range of City street improvements <br />i.e., paving, curbs and gutters, sidewalks, street trees and street lights, so that all public amenities are <br />available for motorists, bicyclists and pedestrians. Additionally, requiring Randy Land as a public <br />street will also ensure that all residents of the subdivision will have access to Videra Park, which abuts <br />the proposed extension of Randy Lane to the south. Two new conditions of approval are proposed: <br /> <br />• Prior to final PUD approval, the applicant shall submit an updated site plan depicting that <br />portion of Randy Lane now shown as a proposed private street on Sheet L2.0 of the <br />applicant’s site plans, as a public street instead. The revised site plan shall show that portion <br />of Randy Land will be designed and constructed to City standards as a public street in <br />accordance with EC 9.6505(3)(a) and the Local Street Design Standards of the Design <br />Standards and Guidelines for Eugene Streets, Sidewalks, Bikeway and Accessways, as well as <br />the City’s Public Improvement Design Standards (PIDS) Manual. <br />
