the last 10 years with Blacktail and McClean becoming major traffic throughways for
homes being built across the SW hills and especially that west of the property, and the
overall neighborhood. Like most development in Eugene, adequate roads and flow
seems to be of little consideration. We end up channeling huge volumes of traffic
down residential streets and end up putting traffic calming speed bumps everywhere.
These are especially prevalent for neighborhoods around College Hill and the flat lands
of West Eugene. When will this City actually plan for traffic vs. react.

Videra Park at Blacktail and 29th needs a three-way stop. This park has a playground
designed for small children which is largely blocked from view by vegetation and less
than 20 feet from the street corner. There is no stop sign, traffic calming features, or
adequate signage. A person or pet will be hit at this intersection very soon unless
action is taken.

Per EC 9.8330, we recommend no alteration of the site be permitted until final PUD
approval. In addition to those items stated above, proper drainage and wetland
preservation is critical to the overall development plan.

Bottom line, please have the developer follow full permit guidelines and take into
consideration those items I reference here.

Thank you,
Bret and Debbie Hazell

Bret Hazell
2613 Blacktail Drive
Eugene, OR 97405
541.912.7751
bhazell@geoterra.us
