ground water and diverts it another way. This flow cannot be predicted and <br />although it may be planned for with PVC pipes and french drains, the <br />change in the flow puts the foundation of the homes below the <br />development at risk. An example is what is happening to the homes on <br />Videra Drive now. I have experienced this when the neighbor above me <br />subdivided his property. It changed the flow of water by-passing the pre- <br />existing french drains. I had to spend thousands of dollars to hire a <br />company to put in new french drains because I was experiencing a "lake" in <br />my backyard every winter. The directional hydrology of the area needs to <br />be studied more in depth. <br />5. Lastly, I want to bring up the point that we, the citizens of this area, <br />were not the first to inhabit it. The Kalapuya Ilihi tribe of Native Americans <br />and the Winnefelly Kalpuya were indigenous to the Eugene area. We owe it <br />to those tribes to investigate this and contact the Confederate Tribes of the <br />Grand Ronde of which that tribe is a part to verify that there are no ancient <br />Native burial grounds or other sacred grounds that would be violated by this <br />development. <br />I sincerely hope that you will give this the serious attention that it deserves. <br />Yours truly, <br />Elaine E.
