Learn why this is important <br />[EXTERNAL ] <br />I am writing to you today regarding the proposed development of the land <br />in the applications: PUD24-001 and T 24-003. I have lived on Park Forest <br />Drive for 22 1/2 years. I have seen the results of haphazard building on the <br />hills around me. I do not believe that the present development meets the <br />building codes in Eugene nor does it enhance the quality of the homes <br />that already exist. I believe that it fails to meet the codes for the following <br />reasons: <br />1. Tree Preservation EC 9.8520(5): This is a natural meadow. As such, <br />it has evolved over many years with a unique relationship between the <br />grasses, wildflowers, trees, animals, and water systems. Once the terrain is <br />disrupted, so is the groundwater to the trees and grasses which feeds the <br />roots of the grasses and trees. When this is disrupted it leads to flooding, <br />disease of the trees, and disruption of the ecosystems that the trees <br />provide. The oak is also a natural prevention for fire protection. I would <br />suggest an environmental impact report before going any further. <br />2. Traffic (EC 9.6815): over the last 20 years I have witnessed near <br />misses as cars go 30-40 miles per hour down Hawkins. It doesn't matter <br />how it is patrolled or prevented by the city. When one travels up Blacktail <br />now there is not enough room for two cars to pass when cars are parked. <br />This would only be worse for the future inhabitants of the development. <br />3. EMS access (EC9.6815(2)(d): I have a very steep driveway. When <br />EMS has come to our home they cannot turn around safely. There would <br />not be room for a firetruck and ambulance to access the proposed <br />developments. This problem already exists and the proposed development <br />would only make it worse. Does the city want to risk a lawsuit? If there was <br />a firestorm such as happened in Oakland CA in 1991 and fire engines were <br />blocked from entry and exit, does the city want to take this responsibility? <br />Learning from experience and precedence is prevention. <br />4. Disturbing natural areas (EC 9.8330): Before the present <br />development around this area, I used to hike it to the Lorraine Hwy. There <br />are multiple creeks and natural underground water systems on this piece of <br />land with its own ecosystems of box turtles, salamanders, minnows, and <br />wildflowers.
