Larry Smith, Videra Drive HOA <br />1 <br /> <br />Detailed Analysis and Response <br />Braewood Hills 3rd Addition (PDT 24-1 and ST 24-3) <br />This report presents the concerns expressed by the Videra Homeowner’s Association regarding the <br />proposed planned unit development under consideration by the Eugene Planning department at the <br />current time. The discussion here takes into consideration the application by the developer and the <br />responses to that application to-date. <br />1) Significance of Parcel Within Goal 5 Inventory <br />There is general agreement by applicant and City of Eugene that the subject area is within the /WR <br />overlay and intended to be managed with Goal 5 objectives in mind. Both ESEE Conclusions Summary <br />Tables showing upland wildlife habitat and wetland sites <br />include significant area either within or affected by the <br />subject property. Figure 1 shows the areas which have been <br />designated as wildlife habitat during the Eugene inventory <br />process. The Videra Creek watershed (E35A and E35F) <br />contains 5.6% of the total wildlife habitat identified in <br />Eugene, and the area on or adjacent to the subject property <br />(E35A) contains 3.2% of the total Eugene inventory. <br />Figure 2 shows the same area as Figure 1, but is a portion of <br />the USGS topological map for the area , with the ridgeline <br />highlighted to define the watershed which feeds Videra <br />Creek. That watershed is divided for discussion here into <br />four “Basins” as shown on the map: <br />• Basin A includes watershed from developed parcels <br />south of the subject site plus the portion of the subject <br />site which drains into the retention ponds situated <br />along Randy Lane. Stormwater in this basin is <br />delivered via either collection piping or by surface <br />runoff directly into the upper section of Videra Creek. <br />• Basin B includes the area immediately to the south of <br />Videra Drive which delivers stormwater directly into <br />Videra Creek via surface runoff. This area lies west of <br />the subject property across Hawkins Lane. <br />• Basin C largely consists of the northern portion of the <br />subject property and also includes a portion of the <br />Suncrest neighborhood which discharges some <br />stormwater into the subject property. <br />• Basin D includes all Videra Creek watershed north of <br />Videra Drive and is not addressed in this discussion. <br />Figure 1.
