_____________________________________________________________________________________ <br /> <br />Staff Report | Braewood Hills 3rd Addition (PDT 24-1 & ST 24-3) <br />applicable stormwater development standards. Proposed stormwater facilities within public <br />rights-of-way will be further evaluated during the Privately Engineered Public Improvement <br />(PEPI) process. Prosed filtration facilities designs will be more precisely determined when the <br />actual impervious surface areas have been determined, with design details to be further <br />evaluated through the building permit process for development of the lots. <br /> <br />EC 9.8520(3): The proposed subdivision will not cause any existing improvements on <br />proposed lots to be inconsistent with applicable standards in this land use code. <br /> <br />The site is undeveloped; therefore, this criterion is not applicable. <br /> <br />EC 9.8520(4): The proposed subdivision provides pedestrian, bicycle and transit <br />circulation among buildings located within the development site, as well as pedestrian <br />circulation to transit stops and neighborhood activity centers located within 1/4 mile <br />of the development site and bicycle circulation to transit stops, and neighborhood <br />activity centers located within 2 miles of the development site, provided the city <br />makes findings to demonstrate consistency with constitutional requirements. The <br />distance between the development site and a transit stop or neighborhood activity <br />center shall be determined using the shortest distance as measured in a straight line <br />between a point along the perimeter of the development site and: <br /> <br />1. A sign identifying a transit stop; or <br /> <br />2. A point along a property line of a neighborhood activity center. <br /> <br />The subject property abuts Hawkins Lane and Randy Lane rights-of-way, which are currently <br />improved with sidewalks on one side of the street that can be used by pedestrians and <br />bicyclists to connect to nearby residential areas. There are no existing transit stops, <br />neighborhood activity centers, office parks or industrial parks within a ¼ mile of the site. The <br />nearest Lane Transit District transit stop is located on Britany Street, approximately 0.88 miles <br />to the northwest. Hawkins Lane is developed with striped bicycle lanes on both sides from <br />Randy Lane north to 18th Avenue, providing safe and efficient bicycle circulation to commercial <br />areas. Videra Park is also immediately adjacent to the site along its south border. Hawkins <br />Heights Park is approximately ½ mile north of the site on Hawkins Lane, and easily accessible to <br />pedestrians and bicyclists. Based on these findings, this criterion is met. <br /> <br />EC 9.8520(5): For areas not included on the city’s acknowledged Goal 5 inventory, the <br />subdivision will preserve existing natural resources by compliance with the provisions <br />of EC 9.6880 through EC 9.6885 Tree Preservation and Removal Standards. <br /> <br />As discussed in Section -1, staff’s evaluation of the Tentative PUD criteria, the subject property <br />is included on the City’s acknowledged Goal 5 inventory, per the April 12, 1978, Scenic Sites <br />Working Paper, which designates the subject site as among the Natural Sites of Visual <br />Prominence and Prominent and Plentiful Vegetation. Additionally, the subject property has a <br />protected upland stream corridor as listed on the City’s adopted Goal 5 Water Resources <br />Page 32 of 87
