_____________________________________________________________________________________ <br /> <br />Staff Report | Braewood Hills 3rd Addition (PDT 24-1 & ST 24-3) <br />cannot be required. A street extension in the direction of Suncrest Avenue is also unnecessary <br />as the existing residential development to the north prohibits any future street extension. The <br />applicant is also requesting an exception due to existing grades on site. Sheet EXH-1 of the <br />applicant’s site plan shows that a future street connection to the north could not meet current <br />adopted street design standards, more specifically Section 2.05(J)(4) of the City of Eugene’s <br />Public Improvement Design Standards (PIDS), as the proposed street grade would exceed 20 <br />percent. <br /> <br />EC 9.6835 Public Accessways <br />Videra Park abuts the development site to the south which is a 4.25-acre undeveloped park <br />property owned by the City of Eugene. This standard is not applicable as public pedestrian and <br />bicyclist access is already provided by the existing public street system, and otherwise by <br />private streets and sidewalks proposed within the development. <br /> <br />EC 9.6840 Reserve Strips <br />This standard enables the City to require the developer to dedicate a reserve strip preventing <br />access to an arterial or collector street when such access would be inconsistent with EC 7.420. <br />According to the referral comments from Public Works staff, access from Lot 15 must be taken <br />from Randy Lane, a local street, rather than Hawkins Lane, which is a neighborhood collector. <br />To ensure compliance, the following condition is warranted: <br /> <br />1. On the final PUD site plans and final plat, the applicant shall create an access restriction <br />strip along the westerly boundary line of Lot 15 abutting Hawkins Lane. <br /> <br />Otherwise, the proposal does not create the need to prevent access to adjoining properties or <br />streets. With this recommended condition of approval, the standard is met. <br /> <br />EC 9.6855 Street Names <br />The proposed street names of Stonehedge Way and Stonehedge Court have been submitted for <br />consideration to the regional road naming group. However, the proposed private street names <br />are not acceptable due to similar sounding street names already exiting within Lane County. <br />Therefore, the following conditions are necessary to ensure compliance with this standard. <br /> <br />2. Prior to final plat approval, the applicant shall demonstrate approval from the regional <br />road naming group for alternate street names to replace “Stonehedge Way” and <br />“Stonehedge Court”. <br /> <br />3. The private streets shall be labeled on the final plat and PUD site plans as “[Approved <br />Street Name] - Private”. <br /> <br />With these conditions of approval, the standard is met. <br /> <br />EC 9.6870 Street Width <br />Pursuant to EC 9.6870, the right-of-way and paving widths of streets shall conform to those <br />widths designated on the adopted Street Right-of-Way map.
