How to Comment on the Proposal <br />❖ Submit a written statement to the Hearings Official, c/o Nick Gioello, Associate Planner, Eugene <br />Planning Division, 99 West 10th Avenue, Suite 290, Eugene Oregon 97401 or via email NGioello@eugene- <br />or.gov submitted to the Hearings Official on the day and time of the hearing. <br />❖ Attend the public hearing and state your concerns. At the hearing, the Hearings Official will ask for (1) <br />testimony that supports the request, (2) testimony that neither supports nor opposes the request, and <br />(3) testimony that opposes the request. You can sign up to provide your testimony at the appropriate <br />time and it will be recorded as part of the hearing. <br />❖ Contact your neighborhood organization to discuss this proposal. This application falls within the <br />boundaries of the Churchill Area Neighbors, Neighborhood Association. To obtain contact information <br />for the neighborhood association, call the City's Office of Equity and Community Engagement at 541-682- <br />6243, https://www.eugene-or.gov/1128/Neighborhood-Involvement. <br />The public hearing provides an opportunity to submit factual information or raise issues concerning the application. <br />If a participant requests an additional opportunity to submit testimony, the City will accommodate that request <br />either by continuing the hearing on another date or by holding the record open for more written testimony. <br />The Hearings Official will issue a written decision on the application, after the public hearing and closure of the <br />public record, as required by the Eugene Code. The Hearings Official will not make a decision at the public hearing. <br />The applicable procedures for this Type III application are primarily addressed at Sections 9.7300-9.7340 of the <br />Eugene Code. The Hearings Official's decision can be appealed to the Eugene Planning Commission. <br />Keep in mind that failure to raise an issue at the public hearing, in person or by way of written testimony, or failure <br />to provide statements or evidence with sufficient specificity to enable the Hearings Official to respond to the issue, <br />precludes an appeal based on that issue. Only those issues raised by testimony, oral or written, as part of the initial <br />hearing process may be raised in subsequent appeals (to the Eugene Planning Commission, then to the State Land <br />Use Board of Appeals). <br />Where to Find More Information <br />The application, related documents, and approval criteria are available for inspection at the Planning Division at no <br />charge; copies can be obtained at a reasonable cost.
