After lengthy discussions and consideration of issues raised in public testimony, they unanimously recommended that the City Council approve the Neighborhood Plan and Metro Plan Amendments. A majority of Planning Commission also recommended that the City Council approve the proposed Land Use Code Amendments, as amended during Planning Commission discussions. The Planning Commission’s recommendations are summarized in the letter in <br />Attachment G. The Lane County Planning Commission met and deliberated on December 19, 2023. The Commission discussed and considered issues raised in testimony, and unanimously recommended that the Board of County Commissioners approve the Neighborhood Plan and Metro Plan Amendments. A formal public notice of the City Council and Board of Commissioners public hearing on the proposed River Road Santa Clara Neighborhood Plan was sent to the project’s formal interested parties list. Notice of this hearing was also published in The Register-Guard. All testimony received by the time of publication is included in the application materials, provided in a link in <br />Attachment E. <br /> <br />Procedural Summary The process being followed for the formal consideration of the legislative adoption package meets or exceeds all the City and County procedural requirements. The Metro Plan amendments will be processed using the Type II Metro Plan amendment procedures in EC 9.7700-EC 9.7750 and sections 12.300 and 14.030 of the Lane Code. The Eugene City Council and the Board of Commissioners will be the final decisionmakers on the Metro Plan amendments. The code amendments will be processed using the Type V land use application procedures in EC 9.7500-9.7560. The Eugene City Council will be the final decision-maker on the code amendments. At this stage, the City Council and Board of Commissioners roles are to participate in a joint public hearing and subsequently consider adoption of separate ordinances. The adoption of the Metro Plan Amendments must be based on the applicable approval criteria for the proposed amendments. The County’s Metro Plan amendment criteria and findings addressing the approval criteria are provided in Attachment B, Exhibit B.
