After lengthy discussions and consideration of issues raised in public testimony, they <br />unanimously recommended that the City Council approve the Neighborhood Plan and Metro Plan <br />Amendments. A majority of Planning Commission also recommended that the City Council <br />approve the proposed Land Use Code Amendments, as amended during Planning Commission <br />discussions. The Planning Commission's recommendations are summarized in the letter in <br />Attachment G. <br />The Lane County Planning Commission met and deliberated on December 19, 2023. The <br />Commission discussed and considered issues raised in testimony, and unanimously recommended <br />that the Board of County Commissioners approve the Neighborhood Plan and Metro Plan <br />Amendments. <br />Materials related to the proposed amendments are available on the City's Land Use Application <br />page: https:[/pdd.eugene-or.gov/LandUselSearchApplicationDocuments?file=MA-23-0005, the <br />link is also included as Attachment E. <br />A formal public notice of the City Council and Board of Commissioners public hearing on the <br />proposed River Road Santa Clara Neighborhood Plan was sent to the project's formal interested <br />parties list. Notice of this hearing was also published in The Register -Guard. All testimony received <br />by the time of publication is included in the application materials, provided in a link in <br />Attachment E. <br />Procedural Summary <br />The process being followed for the formal consideration of the legislative adoption package meets <br />or exceeds all the City and County procedural requirements. The Metro Plan amendments will be <br />processed using the Type II Metro Plan amendment procedures in EC 9.7700 -EC 9.7750 and <br />sections 12.300 and 14.030 of the Lane Code. The Eugene City Council and the Board of <br />Commissioners will be the final decisionmakers on the Metro Plan amendments. The code <br />amendments will be processed using the Type V land use application procedures in EC 9.7500- <br />9.7560. The Eugene City Council will be the final decision -maker on the code amendments. <br />At this stage, the City Council and Board of Commissioners roles are to participate in a joint public <br />hearing and subsequently consider adoption of separate ordinances. The adoption of the Metro <br />Plan Amendments must be based on the applicable approval criteria for the proposed <br />amendments. The County's Metro Plan amendment criteria and findings addressing the approval <br />criteria are provided in Attachment B, Exhibit B.
