(City of Eugene) <br />Meeting Date: March 12, 2024 Agenda Item Number: 1 <br />www.eugene-orgov Staff Contacts: Terri Harding and Jared Bauder <br />www.lanecounty.org Telephone: 541-682-5635,541-682-6949 <br />ISSUE STATEMENT <br />At this meeting, the Eugene City Council and Lane County Board of Commissioners will hold a <br />public hearing on a proposal to adopt the River Road -Santa Clara Neighborhood Plan, which <br />includes amendments to the Eugene -Springfield Metropolitan Area Plan (Metro Plan). The Eugene <br />City Council will also hold a public hearing on proposed amendments to the Eugene Code (EC) that <br />affect property within the city limits and the River Road and Santa Clara Neighborhoods. After the <br />hearing, each body will meet separately to deliberate and act on the components of the proposal <br />which affect their jurisdiction. <br />BACKGROUND <br />Since 2017, the City of Eugene and Lane County have been working with the River Road <br />Community Organization (RRCO) and the Santa Clara Community Organization (SCCO) to create a <br />new Neighborhood Plan. For over 30 years, land use and development within the River Road and <br />Santa Clara communities has been governed by the River Road -Santa Clara Urban Facilities Plan <br />(1987). All parties agreed that a plan with a forward-looking vision was needed for this large part <br />of the community. <br />Over the years, members of RRCO and SSCO have dedicated innumerable volunteer hours to <br />developing a foundation of community input on which to build the neighborhood planning <br />March 12, 2024 JEO Public Hearing - Item 1 <br />CC Agenda Page 1 <br />
