Previously, I provided letters to the Planning <br />Commission on October 6, 2023, October 17, 2023 and then again on November 28, 2023 <br />regarding the proposed code amendments. I also provided oral testimony at the Planning <br />Commission public hearing on October 17t',. I supplement that letter here. I write to emphasis <br />for you, the elected officials, that the proposed code amendments are bad public policy and <br />are not valid. <br />I. The proposed code amendments should not be considered at this time. <br />My clients encourage you to ask two fundamental questions: <br />(1) Why are code amendments proposed as part of the proposed adoption of the <br />Neighborhood Plan, and <br />(2) Where in the proposed Neighborhood Plan is there text to justify the need <br />to make to proposed code changes? <br />My clients respectfully request that you not adopt an <br />4 code amendments at this time. <br />Adopting a long-range planning document such as the proposed Neighborhood Plan is a separate <br />and discrete task that is unnecessarily complicated with proposed code amendments. Code <br />amendments must be consistent with the City's adopted and acknowledged land use <br />regulations, including the Metro Plan, the Envision Eugene Comprehensive Plan. It must also be <br />consistent with the 19 statewide planning goals. <br />1 25 <br />
