Buildings or other existing development on adjacent lands, including previously subdivided <br />but vacant lots or parcels, physically preclude a connection now or in the future, considering the <br />potential for redevelopment. <br />Response: The applicant requests exception to the street connectivity requirements in subsections (a)-(f) based on (g)(2)(b), above. <br />The subject property is surrounded in all directions by residential development for which public improvements already exist for <br />access and street connectivity. These criteria are met. <br />9.6820 — Cul-de-sacs or Emergency Vehicle Turnarounds <br />Response: A hammerhead turnaround is proposed via a 22' Emergency Vehicle Turnaround Easement. See A & 0 Engineering <br />Stormwater and Grading Sheet C — 1.0. <br />9.6830 — Intersections of Street and Alleys <br />Response: Bushnell Ln is an existing street. No new streets or alleys are proposed with this partition. This criterion is not applicable <br />to this application. <br />9.6835 — Public Accessways <br />Response: All public infrastructure necessary to serve the development site is already in place. There are no existing bicycle or <br />pedestrian public accessways abutting or adjacent to the subject property. In addition, there are no cul-de-sacs located adjacent <br />that would require an accessway be constructed to provide a connection from this proposed partition. There are also no public <br />parks adjacent to the development site. The proposed subdivision complies with this criterion. <br />9.6840 — Reserve Strips <br />Response: No streets are proposed with this tentative subdivision plan. Bushnell Ln is an existing public Right -of -Way. The area <br />around the site is already developed. There are no areas that need access restrictions therefore, a reserve strip is not required. <br />9.6845 — Special Safety Requirements <br />Response: Bushnell Ln is an existing street. No new streets are proposed; this criterion is not applicable. <br />9.6850 — Street Classification Map <br />Response: Per EC 7.180(3)(b), "...[a] "local street" means any street not designated as an arterial or collector street on <br />the Street Classification Map adopted on November 22, 1999, or as subsequently amended". Bushnell Ln is not designated as an <br />arterial or collector street on the 1999 Street Classification Map or amended versions. Therefore, Bushnell Ln is a local street. No <br />street improvements are proposed or required with this tentative subdivision plan. <br />9.6855 — Street Names <br />Response: There are no new streets proposed nor required; this criterion is not applicable. <br />9.6860 — Street Right -of Way Map <br />Response: The City of Eugene Street Right -of -Way (ROW) map indicates no width designation for Bushnell Ln. Per EC 9.6870, <br />"[w]hen a street segment right-of-way width is not designated on the Street Right -of -Way map, the required street width shall be the <br />minimum width shown for its type in Table 9.6870 Right -of -Way and Paving Widths" (emphasis added). Based on Table 9.6870, a <br />Low Volume Residential Local Street requires a ROW width of 45'-55'; Bushnell Ln provides approximately 46' of ROW. The <br />criterion is satisfied. <br />
